Ms. Miller’s main concern was Council people taking personnel information home <br />and using it for uses we are not aware of; she is requesting in front of the public that an FBI and <br />a State Attorney General investigate and she will request it. <br /> <br />Nova Felton, 8031 Noel Ct. <br />Ms. Felton said that several ladies met with Mayor Welsch to discuss the Council’s meeting <br />décorum. Mayor Welsch stated she desires to bring civility to Council meetings. Ms. Felton <br />said at the Budget Study Session on October 11, the conduct of Councilmembers Ricci and <br />Kraft was appalling as they questioned the Director of Public Works and the Director of Finance <br />Ms. Watson. She noted that Ms. Ricci was asking questions from a document that she <br />assumed was the budget book and Ms. Ricci did not supply copies to either Directors and her <br />tone was “I gotcha”. Ms. Felton was sure that either Director could have answered any of her <br />questions if they would have had copies of the same document that Ms. Ricci had. She stated <br />these were City employees and should not be treated in such an unprofessional and <br />disrespectful manner. Next she brought up the need for the City to have an emergency <br />response system in which they can speak to the residents. She suggested using a robocall <br />system as what the School District uses, at least for the citizens who live in the flood prone <br />areas. Ms. Felton said we need a volunteer group that could work with the safety officers to <br />help design such a program. She said all Safety Director Officers should be required to live in <br />the City. The City saved $11,000 in cost of operating a vehicle that was used for commuting <br />when the Fire Chief left to go to Maryland Heights. Ms. Felton noted the Assistant Fire Chief <br />lives in Jefferson County which is more than two hours from University City. She said the City <br />provides him with a vehicle with no restrictions on its use. Ms. Felton said if the City had an <br />emergency, he could not respond in time from where he lives. It costs the City about $12,000 <br />for his use of the City vehicle. Ms. Felton said driving to and from home is a commuting <br />expense. <br /> <br />I. PUBLIC HEARINGS <br /> <br />J. CITY MANAGER’S REPORT <br />1. <br />Annual Salt Contract was awarded to the Municipal Cooperative’s lowest bidder, North <br />American Salt Co. for $42.14 per ton. <br /> <br />Mr. Price moved for approval, seconded by Mr. Glickert and carried the motion <br />unanimously. <br /> <br />L. For this document being considered tonight she accepted the changes from the <br />previous Council and added a few more items from the present Council. The Council had a <br />study session this year and the rules were approved except for Section VIII, which is titled <br />Non-Partisan Council. Mayor Welsch said it has three sections and Council asked to revise <br />it to remove duplication and also to remove the line that was thought to put a limit on legal <br />free political speech. She said Council has seen the revision of number 25, 26 and 27. <br />Mayor Welsch noted that line 25 and 27 were combined. She removed the line of <br /> <br /> 3 <br /> <br />
