<br />question for me, because it is disturbing, is that we are elected. We are political by this very <br />core. I would be nervous as all get out if elected officials have unfetted access to peoples <br />records. There is a thing of ethics and reality. Reality is there has to be limits and <br />boundaries to anything. You can’t have carte blanch, because if you have that, people tend <br />to overstep boundaries. There is what I call a right of decency. Any information that I have <br />received in the fourteen years I have been on Council, all the data or information that I have <br />received is on the need to know basis, not open end. If I got anything, it was a police <br />record, it was because it related to an issue being dealt with, not because I had open <br />access to anything I wanted to look at and I had no reason to do that, other than I wanted to <br />do that. I do not think elected officials should have that right and doesn’t think the public <br />wants them to have that right. We have to have rules, we have to have boundaries.” <br /> <br />Mayor Welsch said if there were other members of the Council who would like to sit down <br />with Mr. Price to come up with a policy or rules that are in keeping with the City Charter, <br />Federal and State law, concerning access to records to contact her. Mayor Welsh asked to <br />move on and try to wrap up Council Rules of Order and Procedure. She said there was a <br />suggested amendment to Section VIII that took out everything of the revised paragraph <br />except the first sentence. She asked for the Council’s consensus. There was a consensus. <br />She noted that these will be the rules of the Council and they can be amended as we go <br />forward, however the Council has been working without a new set of rules since 2006. <br /> <br />3. <br />Mayor Welsch announced members of the Sweatshop Board Members. She said they will <br />be working on RFP guidelines for the City. Mayor Welsch stated an announcement will be <br />made of the the Board’s first meeting and any member of the public may attend. She said <br />the Board will be working with the City Manager Mr. Walker. <br /> <br />4. <br />New task Force meetings were as follows: <br /> <br /> Walkability & Bikeability first meeting will be October 27, 2010 at 6:00 at Centennial <br />Commonsl and is open to the public. <br /> <br /> Senior and Youth Task Force first meeting will be October 20, 2010 at 6:00 in the EOC <br />room of City Hall and is open to the public. <br /> <br />M. UNFINISHED BUSINESS <br />BILLS <br />1. <br />BILL 9091 - An ordinance creating a commission to be known as the University City <br />Commission on Human Relations to consist of nine members to be appointed by the City <br />Council and who shall serve without compensation. <br /> <br />Mr. Price moved Bill 9091 for approval and was seconded by Mr. Glickert. <br /> <br />Roll Call vote was: <br />AYES: Mr. Price, Ms. Ricci, Mr. Kraft, Mr. Crow, Mr. Glickert, Mr. Sharpe, and Mayor <br />Welsch <br />NAYS: none <br /> <br />Bill 9091 carried unanimously and became Ordinance 6833. <br /> <br />Mayor Welsch said if any resident is interested in serving on this commission to let their <br />Councilmember know. <br /> <br /> <br /> 7 <br /> <br />
