<br />Mr. Dolan was present as a candidate running for the St. Louis County Council fifth district <br />and wanted to introduce himself and let everyone know that he is available if anyone had <br />any questions. <br /> <br />2. <br />Marva Miller, 1224 Fairview Ave <br />Ms. Miller was looking for a follow-up on her previous request for recognition for Mr. <br />Lehman Walker on the State and County level. Mayor Welsch stated she would be in <br />contact with Ms. Miller after the meeting and hoped to have something on one of the next <br />two meetings. <br /> <br />3. <br />Elsie Glickert, 6912 Etzel <br />Ms. Glickert asked to direct Council’s attention to Ackert Walkway, our U C Linear Park in <br />the Loop which extends from Delmar north to Vernon Ave. She said this linear park, a <br />former streetcar right-of-way, was created from the 1962 Bond Issue. Ackert Parkway <br />which was dedicated in 1967 was named for Mayor Harold Ackert, the City’s ninth Mayor. <br />Ms. Glickert also noted that he was a member of the commission that created U City’s <br />Charter. Her concern was in reading the minutes from the Loop Business district, one <br />would conclude that University City Park is to be renamed for Chuck Berry whose <br />privately funded statue is to be place at the Park’s entrance. This statue placement has <br />never come before the Park’s Commission or the Council. Ms. Glickert did not <br />understand how the Loop Business District had the authority to rename a City Park. <br />Aside from that she did not approve of the statute being place on any tax supported venue <br />in University City because of a previous conviction of Chuck Berry. Mr. Walker will advise <br />Mrs. Glickert of the details. <br /> <br />H. PUBLIC HEARINGS <br />1. <br />Annual Property Tax Rates Public Hearing <br />Ms. Watson explained that each year the City must approve the property tax rate levy that <br />is submitted to St. Louis County for billing. Calendar year 2010 was not a re-assessment <br />year so there was not a large change in the rate. She noted that the City is allowed to <br />receive additional revenue up to the Consumer Price Index, which was 2.7 percent this <br />year and for any new construction across the City this year. The final rates will not be <br />available put will be present at a Special meeting on September 27. Last year the rate <br />was .749 cents and the draft for this year is .754 cents this year. <br /> <br />The Public Hearing was opened at 6:50 p.m. No one was present to speak. The meeting <br />was closed at 6:51 p.m. <br /> <br />I. CONSENT AGENDA <br /> <br />J.
