His second comment was to his colleagues that in the previous study <br />session there was an agreement if they did not go into their Executive session they would have <br />an opportunity to speak. <br /> <br />Mr. Glickert talked about the ten nuisance houses presently under surveillance in the City. He <br />noted that a couple of years ago he worked in conjunction with one and he believed that the <br />University City police were able to close the house because the citizens called the CRIME <br />HOTLINE. Mr. Glickert said he will continue to mention this hotline number until December and <br />by then he hoped the nuisance houses will be cut in half because of the hotline number being <br />863-7333 . <br />used. The CRIME HOTLINE PHONE NUMBER IS and is totally anonymous <br /> <br />Mr. Kraft said the goal is to provide all City services, specifically trash service with the best <br />service at the lowest possible price. He said this is what should be looked at during the Study <br />session. The issue of the unpaid trash bill is an issue and should be addressed but that is not <br />the solution to the problem of the cost of the solid waste. <br /> <br />Mayor Welsch announced that University City will be doing Make a Difference Day on October <br />23. If interested they should contact the Community Development Department. She hoped to <br />have a meeting within the next month on the issues of River DesPeres. She announced the <br />retirement of the Library Director Ms. Ballard. Mayor Welsch also announced that the School <br />District is giving tours of the new media and library center a Brittany Woods Middle School that <br />has been recently renovated <br /> <br />Mr. Sharpe moved to go into Executive Session and was seconded by Mr. Price. <br /> <br />Mr. Crow stated he was not one of three requesting an Executive session. He noted that although <br />the information is serious enough; he did not believe it to be for a closed session. <br /> <br />Mr. Kraft stated he respected what Mr. Crow had to say and in that case it should not be a closed <br />session. He said he lacked omniscience, as no one told him what they were going to discuss, so <br />as a matter of respect for the two Councilmembers who requested the session, he is willing to <br />support the closed session. Mr. Kraft said to be quite clear about it so that there is no question <br />about Sunshine violation, he reserves the right that once inside the closed session and the topic is <br />revealed to leave the session and to open it up as a public session. <br /> <br />Ms. Ricci again asked for an agenda or general substance of the topic in regard to the Sunshine so <br />they can make an appropriate vote. <br /> <br />Roll Call Vote for Council to Convene to go into Executive Session RSMO 610.021 (1) Legal (2) <br />Personnel and Reconvene into Regular Session. <br />AYES: Mr. Kraft, Mr. Sharpe, Mr. Price and Mayor Welsch <br />NAYS: Ms. Ricci, Mr. Crow, and Mr. Glickert <br /> <br />The Regular session was convened to the Executive Session on the second floor of City Hall at <br />7:50 p.m. and would reconvene on the fifth floor upon its conclusion. <br /> <br />The Regular session reconvened at 9:42 p.m. <br /> <br />Mayor Welsch asked if there was any farther business from Council. Mr. Kraft moved to adjourn <br />Ms. Ricci seconded and carried unanimously. <br /> <br /> 7 <br /> <br />
