<br />JOINT MEETING OF THE OLIVETTE PLANNING AND COMMUNITY DESIGN COMMISSION <br />AND THE UNIVERSITY CITY PLAN COMMISSION <br />MEETING MINUTES <br />OCTOBER 7, 2010 <br /> <br />The City of Olivette Planning and Community Design Commission and the University City Plan <br />Commission held a joint meeting on October 7, 2010, 7:30 PM at Centennial Commons in University City <br />located at 7210 Olive Boulevard. <br /> <br />1. INTRODUCTIONS: <br /> <br />University City Acting Director of Community Development, Andrea Riganti, welcomed meeting attendees <br />and thanked them for their attendance. Additional staff members present were introduced: Carlos Trejo, <br />Olivette Planning and Zoning Administrator and Zach Greatens, University City Planner. <br /> <br />The following members of the Olivette Planning and Community Design Commission were present: Greg <br />Carl, Sanford Goldman, Vance Lischer, Thomas Graham, Leif Hauser, Jack Kerman, Carol Waggoner <br /> <br />The following members of the University City Plan Commission were present: Nova Felton, Paulette Carr, <br />Lisa Greening, Ben Senturia, Deidre Lewis and Stephen Kraft, University City Plan Commission City <br />Council Liaison <br /> <br />Also present: Olivette Councilperson Missy Waldman and University City resident Michael O’Neal <br /> <br />Ms. Riganti indicated that Mayor Welsch, University City Mayor, was not able to attend but would like to <br />thank commission members for their hard work on this important project. <br /> <br />2.DISCUSSION REGARDING DEVELOPMENT OF A JOINT DEVELOPMENT DISTRICT OVERLAY <br /> <br />Ms. Riganti provided an overview of the role of a city plan commission. She discussed Chapter 89 of the <br />Missouri Revised Statutes which provides the enabling legislation for municipal bodies to adopt a city plan <br />and appoint a plan commission. <br /> <br />Article II of the Olivette Municipal Code, Section 125.050 establishes the Planning and Community <br />Design Committee who shall perform all duties of a Zoning or Planning Commission prescribed under <br />Missouri law and duties as are prescribed under the City Zoning Ordinance. The University City Charter, <br />article VIII. Section 61 establishes a City Plan Commission and its duties. <br /> <br />Both commissions are advisory to City Council on all zoning related matters. <br /> <br />Ms. Riganti then provided an overview of the University City and Olivette I-170 and Olive Joint <br />Redevelopment Task Force (JRTF). The JRTF was created by both city councils in May 2009 to explore <br />joint redevelopment potential in the area surrounding the Olive Boulevard and I-170 interchange. The <br />JRTF was tasked with specific assignments including to discuss similarities relating to long-range <br />redevelopment goals, develop a mutual consensus on redevelopment principles, solicit expert opinion <br />and input, develop action steps, identify experienced developers, and explore available financing and joint <br />governance mechanisms. A report will be prepared by the JRTF and submitted to both city councils for <br />review. <br /> <br />Activities accomplished by the JRTF were discussed. To date, the group has heard from experienced <br />developers, discussed the Urban Land Institute’s Technical Assistance Panel program, and considered <br />the concept of a joint overlay district as a temporary regulatory mechanism to guide development until a <br />plan is developed. <br /> <br />Ms. Riganti explained that the Plan Commission and Planning and Community Design Commission were <br />being brought into the discussion as it is the role of the commissions to make recommendations on <br />zoning text amendments, such as the proposed joint development overlay district. <br /> <br />3. STAFF PRESENTATION OF THE PROPOSED JOINT DEVELOPMENT OVERLAY DISTRICT <br />Carlos Trejo provided an overview of the proposed joint development overlay district concept and <br />process.
