Joint Meeting of University City Plan Commission and <br />Olivette Planning and Community Design Committee <br />Meeting Minutes: October 7, 2010 <br />Page 3 of 3 <br />Ms. Waldman – Metro has done studies that show this area as being a good location for a station. <br /> <br />Mr. Carl – Regarding the 10 acre questions, if a developer wants to buy out current residents, they can <br />and will try to do so. <br /> <br />Mr. O’Neal – What are the incentives, if any, for developers to redevelop this area? <br />Mr. Trejo – That is still being proposed. It is the intent of the Joint Redevelopment Task Force to use any <br />zoning tools necessary to create incentives for developers. <br />Ms. Riganti – The Joint Redevelopment Task Force will evaluate various incentives and make <br />recommendations to City Council. <br />Mr. Carl – The long-term intent is to streamline the process of development in this area. That requires a <br />lot of work to accomplish, which is why there is a temporary measure like the one proposed. The Cities <br />currently have at their disposal several tools that can be used as incentives. <br /> <br />Mr. Senturia – A question about public hearings, when will citizen input take place? <br />Mr. Trejo – It will take place at several levels, including at both Planning Commissions. <br />Mr. Senturia – It would be a good idea to get public input at the beginning of the process. <br /> <br />Mr. Kraft – What about the overlay commission? Would that step require a public hearing? <br />Mr. Trejo – There would be notification of adjacent property owners, property postings, anything to <br />minimize uncertainties. <br />Ms. Riganti – Keep in mind the role of the Joint Overlay Commission as advisory to a municipality’s <br />Planning Commission. <br /> <br />Ms. Waggoner – Many of the current questions, such as hearings, are all long-term questions. The <br />current decision is to adopt a temporary overlay district. <br />Mr. Carl – Each municipality’s hearing process is already in place. <br /> <br />Ms. Waggoner – The Planning Commissions would make recommendations to their own Council. <br />Perhaps we should meet again afterwards and let the Joint Task Force do more work and research. <br />Mr. Trejo – The Joint Task Force will evaluate the need for a follow-up joint plan commission meeting. <br /> <br />Mr. Senturia – Is there a draft of a model ordinance? <br />Mr. Trejo – A draft will be forwarded soon to both Plan Commissions for review. <br /> <br />Ms. Waggoner – While there are issues, the overall idea proposed is good. <br /> <br />Mr. Trejo and Ms. Riganti thanked Plan Commission members for their attendance, and reminded <br />members that draft language will be presented to the commissions in October. <br /> <br />There being no further business, the meeting was adjourned. <br />Q:\WPOFFICE\ARiganti\JointTaskForce-UCity&Olivette\Meeting minutes\jointpc&pcdcmtgmin10-7-10.doc <br />
