<br />UNIVERSITY CITY AND CITY OF OLIVETTE <br />I-170/OLIVE JOINT REDEVELOPMENT TASK FORCE <br />MEETING MINUTES <br />SEPTEMBER 1, 2010 <br /> <br />The University City and the City of Olivette I-170/Olive Joint Redevelopment Task Force met on October <br />6, 2010, at 7:00 PM in the Council Chambers of the Olivette Government Center located at 9374 Olive <br />Boulevard, Olivette, Missouri. Marc Jacob presiding as Chairman called the meeting to order. <br /> <br /> <br />1. ROLL CALL: <br /> <br />On roll call, the following members were present: University City Task Force members: Marc Jacob, Rod <br />Jennings (arrived at 7:07 PM), and Mayor Shelley Welsch (arrived at 7:11 PM). City of Olivette Task <br />Force members: J. Gregory Carl, Lance Finland, Michael Sewell, and Council Member Jean Antoine. <br /> <br />Also in attendance: <br />University City staff member: Acting Director of Community Development Andrea Riganti. <br />Olivette staff members: City Manager T. Michael McDowell and Planning and Zoning Administrator <br />Carlos Trejo. <br />Other attendees: Joe Edwards of University City, Mark Brady of the St. Louis County Economic <br />Council, Olivette City Council Member Missy Waldman, and Olivette Student Intern Liz Norton <br /> <br /> <br />2.MEETING MINUTES <br /> <br />Council Member Antoine requested that the minutes reflect that Mr. Levin of the St. Louis Chapter of the <br />Urban Land Institute was in attendance at the request of the Task Force, and that Mr. Levin also agreed <br />that the Technical Assistance Panel would consider more than just one question. <br /> <br />Mr. Carl made a motion to approve the meeting minutes for September 1, 2010, subject to inclusion of the <br />edits noted by Councilperson Antoine. Mr. Finland seconded. On a voice vote, the motion passed <br />unanimously, 5 to 0. <br /> <br />Mr. Jacobs welcomed Mr. Sewell to the Task Force, acknowledged Mr. Brady of the St. Louis County <br />Economic Council was in attendance, and introduce Joe Edwards of University City. <br /> <br />3. GUEST SPEAKER EXCHANGE: JOE EDWARDS <br />Joe Edwards spoke before the Task Force. He began with a brief history regarding the development <br />around the area now known as The Loop, including its decline and reputation in the late 60’s and early <br />70’s. <br /> <br />Mr. Jennings arrived at 7:07 PM and joined the Task Force discussions. <br /> <br />Mr. Edwards noted two significant initiatives by University City to help revitalize The Loop. First, the City <br />established one of the first in the Country occupancy inspection programs. The second was requiring that <br />all first floor levels in the Delmar Loop area contain retail and/or restaurant uses, leaving existing service <br />providers and other users grandfathered. This second initiative initiated a slow change into what is <br />today’s Loop. <br /> <br />He noted that he established Blueberry Hill in 1972. Shortly after, he noticed a need to work with the <br />University City to address security and blighting issues. A loose knit association of business owners was <br />formed, which was then followed with the creation of a Special Business District as a way to raise money <br />to install lighting, trash receptacles, etc. <br /> <br />Mayor Welsch arrived at 7:11 PM and joined the Task Force discussions. <br /> <br />Mr. Edwards noted that it was important to expand The Loop eastward across Skinker and into the City of <br />St. Louis for the purposes of accessing public transportation, i.e. the Delmar Station.
