I-170/Olive Joint Redevelopment Task Force <br />Meeting Minutes: October 6, 2010 <br />Page 3 of 4 <br />In an inquiry to the cooperation between the two special business districts, Mr. Edwards noted that both <br />districts try to meet together, but still are separate groups. They each prepared and submit a separate <br />budget, and that those budgets are almost identical, but someone may still find some separate things <br />pending on priorities. Mr. Edwards noted that they try hard to present The Loop as The Loop and not as <br />the U City Loop or the St. Louis Loop. <br /> <br />In an inquiry regarding the organic evolution of The Loop and the dynamics between the business owners <br />and government, Mr. Edwards noted that government set the tone to initiate redevelopment in The Loop <br />area when University City implemented its inspection program and established regulations regarding first <br />floor retail/restaurants. He noted that University City also widened the sidewalks in The Loop and <br />narrowed Delmar Boulevard to what it is today. From there, building owners have set the tone for The <br />Loop, since they rent out the spaces, and control/limit redundancies and diversity. <br /> <br />Mr. Jacobs thanked Mr. Edwards on behalf of the Task Force. Discussion ensued over The Loop <br />revitalization amongst the Task Force members, including discussion on stakeholders, maintaining <br />consistency and equal treatment on both sides of Skinker, the level of details on amenities, and the <br />review and approval process of both communities. <br /> <br /> <br />4. CONTINUED DISCUSSION REGARDING THE ULI TECHNICAL ASSISTANCE PANEL <br />Discussion ensued over the preferred land use list prepared by staff. Concern was noted that the list <br />dealt primarily with land uses that would be along or facing along Olive Boulevard, and not necessarily in <br />side or back streets where other uses may be permissible. The Task Force discussed the term and the <br />staff intent of the wording “Anchor”, questioning whether there could be more than one anchor or other <br />variations of an anchor, such as senior living facilities. <br /> <br />Staff was instructed to review the list and the word choices used. After a revised list is composed, staff is <br />to have the list forwarded to Task Force member via e-mail. <br /> <br />Discussion ensued over the 3-questions for the TAPs panel discussed with Mr. Levin. There was <br />consensus among Task Force members that Mr. Levin supported the three questions for TAPs review. <br />Staff was instructed to refine the three questions and forward to the Task Force via e-mail. Mr. McDowell <br />informed the Task Force that Mr. Bob Lewis of Development Strategies has been selected to chair the <br />Olivette/University City TAPs panel. <br /> <br /> <br />5. CONTINUED DISCUSSION REGARDING A JOINT OVERLAY DISTRICT <br /> <br />Staff provided a brief summary of the presentation that will be given at a joint meeting on October 7 <br />between the Olivette and University City planning commissions. <br /> <br />Mr. Carl noted that he attended the last University City plan commission meeting as a representative of <br />the Task Force to introduce the concept and rational for recommending a joint overlay district. <br /> <br /> <br />6. OTHER DISCUSSION ITEMS AS BROUGHT FORWARD BY TASK FORCE MEMBERS: <br />Mr. Carl requested that staff solicit additional speakers from the development community. There were no <br />other discussion items brought forward by Task Force members. Mr. Jacob’s noted that once the TAPs <br />review concludes, the Task Force will commence drafting a final report. <br /> <br /> <br />7. SCHEDULING OF NEXT MEETING: <br />rd <br />The Task Force agreed to hold a meeting on Wednesday, November 3 and that the meeting be hosted <br />by University City. <br /> <br /> <br />8.
