<br />UNIVERSITY CITY AND CITY OF OLIVETTE <br />I-170/OLIVE JOINT REDEVELOPMENT TASK FORCE <br />MEETING MINUTES <br />AUGUST 4, 2010 <br />The University City and the City of Olivette I-170/Olive Joint Redevelopment Task Force met on August 4, <br />2010, at 7:00 PM in the Council Chambers of the Olivette Government Center located at 9374 Olive <br />Boulevard, Olivette, Missouri. <br />1. ROLL CALL: <br />On roll call, the following members were present: University City Task Force members: Nova Felton and <br />Rod Jennings. Chairman Marc Jacobs participated over the phone during discussion regarding the <br />Urban Land Institute Technical Assistance Panel. City of Olivette Task Force members: J. Gregory Carl <br />and Council Member Jean Antoine. <br />Also in attendance: <br />University City staff member: City Manager Lehman Walker. <br />Olivette staff members: City Manager T. Michael McDowell and Planning and Zoning Administrator <br />Carlos Trejo. <br />Other attendees: Olivette City Council member Missy Waldman. <br />Given Mr. Jacobs absence, Mr. Carl served as acting chairman. <br />2.MEETING MINUTES <br />There were no meeting minutes for review. <br />3. DISCUSSION REGARDING THE URBAN LAND INSTITUTE TECHNICAL ASSISTANCE PANEL <br />The Task Force discussed the staff memo regarding discussions with Mr. Levin about the ULI Technical <br />Assistance Program. Two discussion ensued, one regarding Mr. Levin’s comments and another <br />regarding the benefit of the ULI TAPs panel. <br />During the first discussion, Mr. Jacobs participated via a conference call. Several members of the Task <br />Force questioned the direction provided by Mr. Levin regarding the proposed “question”. Several <br />members saw the recommendations being too narrow to provide reasonable input on the issues the <br />“question” addressed. The Task Force felt that it appeared that the ULI’s recommended approach was to <br />either limit the Panel question to obstacles regarding redevelopment, or assess the draft development <br />principles. The consensus of the Task Force was to have both evaluated under one Panel and begin <br />negotiations with ULI under this scenario. <br />On the second discussion, the Task Force discussed what value the ULI TAPs panel would provide. <br />Discussion ensued if whether staff and the Task Force could generate the same value/benefit that the ULI <br />Panel could do. Addressing concerns that the TAP’s process would direct or hinder the Task Force’s <br />work or final product, Staff noted that the ULI TAPs panel is only intended to provide one opinion to the <br />Task Force assignment, and that the TAPs result is not intended to determine the final product or <br />direction the Task Force would follow. No different that soliciting other expert opinion, the ULI TAPs is <br />just another view that may or may not impact the Task Force deliberations. <br />The resulting conclusion regarding the ULI TAPs panel program was for staff to proceed discussions with <br />Mr. Levin and to invite him to our September meeting. Following the September meeting, staff would <br />then approach finalize negotiations with Mr. Levin, establish the schedule, and submit requests to each <br />City Council for funding. <br />Staff was also directed to contact 4 additional development experts, including Sean Thomas, executive <br />director of the Old North St. Louis Restoration Group whom recently oversaw the redevelopment of <br />Crown Square in old North St. Louis, HOK, Paul McKee, and Joe Edwards. <br />C:\Documents and Settings\ariganti\Local Settings\Temporary Internet Files\Content.Outlook\9CW7A9UY\JRTF Mtg Min 2010 08-04.doc Page 1 of 2 <br /> <br />
