It <br />meets all the requirements but this request is for it to go out to the property line. Mr. <br />Edwards said the Plan Commission reviewed it and voted in favor of it. The County <br />Health Department issued a letter stating that it met all of their requirements. <br /> <br />Ms. Ricci asked for clarification that this addition was for smoking. Mr. Edwards said <br />that the smokers would use this room to smoke in, instead of standing outside in the <br />front of Blueberry Hill. <br /> <br />Mr. Glickert moved for approval, seconded by Mr. Sharpe and carried by the majority <br />with Ms. Ricci and Mayor Welsch voting Nay. <br /> <br />4. <br />Skid Steer Loader with attachments and trailer for use is the Street Maintenance leaf <br />collection compost operations. A grant match of $22,000 will be used toward its <br />purchase with the remaining $23,716.90 coming from vehicle replacement fund. The <br />staff recommended the award go to the low bidder, Bobcat of St. Louis for $45,716.90. <br /> <br />Mr. Glickert moved for approval, seconded by Mr. Sharpe and carried unanimously. <br /> <br />5. <br />Heman Pool and Park picnic shelters access for non-residents and fee changes. <br />Discussion was postponed until further information can be distributed to Council. <br /> <br />L. COUNCIL ACTION ITEMS <br />State of the School District report was given by Linda Russell, Director of <br />Communications for University City School District of University City on behalf of <br />Superintendent Joylynn Wilson. <br /> <br />Ms. Russell gave her presentation over the School District’s five over-arching goals: <br />Academic achievement, highly qualified staff; facilities support and instructional <br />resources; parent and community involvement; and governing and administration. She <br />noted that the District is in its second year of academic reform effort. They have <br />focused on the instructional core. Ms. Russell noted that in the past year the Missouri <br />Assessment Program, the District made gains in all areas but knows there is still work <br />to be done. <br /> <br />The District has just completed the redistricting process to move the District to four <br />elementary schools rather than six schools. The students attending Delmar Harvard <br />Elementary School will attend Flynn Park Elementary School next year. Students <br />currently attending Nathaniel Hawthorne School will split between Barbara Jordan <br />Elementary and Jackson Park Elementary. Ms. Russell said the Board recommended <br />discontinuing future permissive transfers within the District. The District will offer early <br />enrollment in the spring to ensure enrollment is a smooth process. <br /> <br />Ms. Russell said the District has 99.3 percent of its staff fully certified, and sixty-two <br />percent of the District’s tenured teachers have Masters degrees.
