2. <br />Resolution 2010 – 23 A resolution amending the Fiscal Year 2010-2011 (FY11) Budget <br />– Amendment #2, and appropriating said amounts. <br />Mr. Kraft moved to adopt Resolution 2010 – 22 and was seconded by Mr. Glickert. <br /> <br />Ms. Ricci moved to approve the Resolution 2010 – 23, seconded by Mr. Glickert and <br />carried unanimously. <br /> <br />Mr. Price asked about the amended budget items if it was related to the adjustment in <br />HR and Public Works. Mr. Walker said they were not related to the adjustments in <br />Human Resources. He noted that in Public Works there was a reassignment of staff in <br />the Building Facilities division; three staff members were reassigned to the Community <br />Development department. Mr. Price asked if this amendment was related to the <br />adjustment in IT. Mr. Walker said it was not. <br /> <br />Ms. Ricci noted to be clear and to reaffirm what was discussed in the Study session <br />that supporting this amendment does not in any way mean that they are ratifying the <br />passing of the original budget passed in June 2010. <br /> <br />Voice vote carried unanimously. <br /> <br />BILLS <br />Introduced by Ms. Ricci <br />1. <br />BILL 9100 – An ordinance amending Chapter 10.40 of the University City Municipal <br />Code, relating to stopping, standing and parking generally, by repealing Section <br />10.40.030 thereof, relating to residential parking permit plan, and enacting in lieu <br />thereof a new section to be known as “Section 10.40.030 residential parking permit <br />plan,” thereby amending said section so as to include the areas for the residential <br />parking permit plan in the City of University City; containing a saving clause and <br />providing a penalty <br /> <br />Introduced by Ms. Ricci <br />2. <br />BILL 9101 – An ordinance.amending Chapter 34 of the Municipal Code of the City of <br /> <br />University City, relating to zoning, by enacting a new section to be known as " Division <br />34-41 JDO joint development zoning overlay code," containing a savings clause and <br />providing a penalty <br /> <br /> <br /> <br />Before Bill 912’s first reading, Mr. Price asked before the bill’s first reading noting he <br />was confused what “no tolerance speed zone” for speeding signified and wanted to <br />know if it meant that there is no tolerance on the one street mentioned but there is <br />tolerance on other streets. <br /> <br />Mr. Crow stated that this came from the Traffic Commission because there were some <br />regulations on the books related to Forest Park Parkway and I-170 where it was <br />designed not to have people cutting through neighborhoods and that enforced <br />additional fines for violations. <br /> <br />Mr. Walker asked the City Attorney Mr. Mulligan to provide information on this.
