Ms. Glickert said one of her concerns is Heman Park Pool. She said the pool was not in its top <br />condition last year and learned that the Park Director had budgeted only enough money to <br />paint half of the pool. Ms. Glickert understood that there is only enough money in the budget to <br />paint the other half of the pool this year. She asked that the entire pool be painted this year. <br />Ms. Glickert said her second concern is Olive Street Rd, second phase, where she lives. A City <br />owned lot at Kingsland Ave. and Olive Street Rd has not been landscaped. She had inquired <br />about it and she was told that it was in the hands of the Public Works Department. Ms. Glickert <br />asked that the second phase of Olive Street Blvd be dealt with before starting the third phase. <br />She agreed with the trees that were planted on Olive, as they were not properly cared for and <br />are now dead. Ms. Glickert spoke of the Historical Society of University City’s State of the City <br />Address along with a birthday party for E. J. Lewis, the first Mayor of University City on March <br />3, at 7:00 p.m. in the Council Chambers and the program will be presented by Mayor Welsch <br />and the City Manager. <br /> <br />Richard Dockett, 6844 Crest Ave <br />Mr. Dockett thanked Elsie Glickert and Kathy Straatman for their help while he was ill. <br /> <br />Gloria Nickerson, 7576 Blackberry <br />Ms. Nickerson did forget one thing and had a question for the City Attorney. Mayor Welsch <br />said she would need to approach Mr. Walker and he could decide if the City Attorney should be <br />approached. Ms. Nickerson asked Mr. Mulligan that at the last Economic Sales Tax Board <br />meeting she attended, Lynn Ricci, Mr. Kraft, Ms. Welsch and Mr. Glickert were all present. She <br />said there were some statements made at that meeting and she would like to get a copy of <br />those minutes. <br /> <br />P. COUNCIL COMMENTS <br />Mr. Price spoke of a merger proposal prepared by a consultant can change the whole fabric of <br />this City. He said he had asked the City Manager at the Council’s Study session, if all <br />Councilmembers will be apprised and discuss any mergers collectively and he said his answer <br />was yes. Mr. Price said he could not understand why there were not minutes kept of the Public <br />Budget meetings, which is one of the biggest meetings of the City. Mr. Price said he said two <br />years ago he said there was no transparency and this is no transparency to highest degree and <br />troubles him so. <br /> <br />Mr. Crow referred to a comment from Ms. Nickerson saying Mayor Welsch and Councilmember <br />Mr. Kraft, Mr. Glickert and Ricci were present but the minutes did not reflect that. Mr. Crow <br />asked Mr. Kraft and Mr. Sharpe to put on their hats again to decide how items are placed on <br />the agenda. He had always thought that if two members asked for an item to be placed on the <br />agenda it is just automatically placed on the agenda. Mr. Crow spoke about the Fun Carnival <br />and would like to know who is charge of it as he would like to get a better handle on the <br />contract with Tinsley Amusement Inc. and would like to know who did the due diligence on <br />them, what was the selection process, has any City funds been used, and who signed the <br />contract especially since they have a liability judgment against them. Mr. Crow said as the <br />minutes reflect at the last meeting, he had asked the City Manager to get back with him on the <br />scheduled meeting date of April 25 Council meeting since it may be during Passover and he <br />has not heard anything back. He also asked for an update on the calendar fiasco to see where <br />we are. He stated that students in Ames Place had a party with 225 students in one complex <br />and 100 in another. He said when police were called to disperse the party. He was told the <br />students trashed the neighbor’s lawn and he asked what has happened to the zero tolerance <br />policy.
