Mr. Walker stated that he would provide a report to Council on the Olive improvements. <br /> <br />Mr. Kraft said he thought some of the trees look dead. <br /> <br />Ms. Ricci noted that Council previously had a Study Session of Olive improvement phases. <br />She noted this is a four million dollar project of which the City received a three million dollar <br />grant. This project goes across three different boards and commissions; three different <br />departments and none of them communicated with each other. Ms. Ricci said the Economic <br />Retail Sales Tax Board had a discussion on how to back out of the grant and determined <br />that the City would compromise its ability to get future grants if the City backed out at this <br />time. Ms. Ricci asked Mr. Walker to get back to Council if this was the last part on this <br />particular grant. <br /> <br />Mr. Crow asked Mr. Walker asked if this continually goes back to the Economical Sales Tax <br />Board or was it a one-time shot. <br /> <br />Mr. Walker stated he would have to get back to him but in the past items come before the <br />Economic Retail Sales Tax Board on an annual basis. <br /> <br />The motion carried unanimously. <br /> <br />2. <br />Conditional Use Permit application for 8310 Olive Blvd. for a banquet hall. Staff <br />recommended approval. <br /> <br />Ms. Ricci moved to approved, was seconded by Mr. Kraft and carried unanimously. <br /> <br />3. <br />Heman Pool and Park Shelters Access for Non-Residents and fee changes. City Manager <br />noted that this was pulled from the agenda a couple of months previous. <br /> <br />Mr. Price moved to approve and was seconded by Mr. Crow. <br /> <br />Mr. Kraft offered an amendment to give the City Manager the authority if necessitated by <br />Public Safety concerns to limit non-residents to age eighteen or over and was seconded by <br />Mr. Glickert. <br /> <br />Mr. Price said this was not 1950 and if an African-American comes down with their kids so <br />the grown-up can come in but the kids can’t? He said there were a ton of children under <br />eighteen and to ban non-resident children was totally outragous. <br /> <br />Mr. Crow said he couldn’t imagine this amendment, since we have found out that we are in <br />violation and now wanted to add an amendment that would ban non-resident children. He is <br />pleased that this is being brought back tonight and asked if you look at the last minutes, he <br />said he has asked the City Manager three times for an update on this particular item and <br />had not received an answer. <br /> <br />Ms. Ricci noted this was back on the agenda at her request, as the liaison for the Parks’ <br />Commission. The former Director of Parks suddenly discovered after the swimming season <br />that the City was in violation of a federal law since the 1980’s. Ms. Ricci believes that the <br />City should not treat any citizens differently. If there is not a limit of 18 years old at golf <br />there should not be an age limit at the pool.
