Meeting Minutes – University City Green Practices Committee
November 10, 2010
Page 2

c. Public Works Solid Waste Program review
d. New member appointment discussion
e. Greenhouse Gas Inventory presentation by Joe Heneberry
10. Street Lighting study:
a. Began in February 2010.
b. 4060 streetlights in University City, compiled in a database that can be sorted in Access.
c. Tim suggests standards for light levels, light quality and night sky.
d. Questions:
i. Can U City purchase the light poles from Ameren?
ii. What is the best lamp type?
iii. What is the best/ most appropriate fixture type to achieve minimal light pollution and
achieve dark sky?
e. Stop using High Pressure Sodium and Mercury Vapor, switch to Ceramic Metal Halide, LED or
Electrodeless Induction Fluorescent. Higher initial cost, lower maintenance costs.
f. The City of St. Louis is doing a test installation of LED street lights. Find out where they are
being installed.
g. Option A in study: Looks cost effective, but do not want to invest in flawed technology.
h. It is possible to obtain retrofit kits for existing fixtures. Need to determine if existing fixtures
comply with dark sky requirements. This would be a long-term project; Chattanooga, TN is
undertaking a similar project.
i. Reach out to St. Louis County to attempt to work with multiple municipalities on this project.
j. Need to rework our street light policy to have more consistency, identify performance
requirements, then negotiate with Ameren. Include design standards for new fixtures and poles.
11. Mayor Welsch, re: River Des Peres: Community meeting November 15. Suggest an early December
meeting with City Manager Walker, Mayor, and a representative from the GPC and someone from the
River Des Peres Coalition to ask the East-West Gateway Council to award planning money to this project.
nd
12. Next meeting: December 8, 6 – 7:30 p.m., University City Hall, 2 Floor Conference Room.
