<br /> MINUTES OF UNIVERSITY CITY COUNCIL <br />REGULAR SESSION <br />January 10, 2011 <br /> <br /> <br />At the Regular Session of the City Council of University City held on the fifth floor of City Hall, on <br />Monday, January 10, 2011. Mayor Shelley Welsch called the meeting to order at 6:32 p.m. In <br />addition to Mayor Welsch, the following members of the Council were present: <br /> Mr. Byron Price <br /> Ms. Lynn Ricci <br /> Mr. Stephen Kraft <br /> Mr. Terry Crow <br /> Mr. Michael Glickert <br /> Mr. Arthur Sharpe, Jr. <br /> <br />Also in attendance was City Manager Lehman Walker. <br /> <br />The Mayor asked for a moment of silence. She spoke of the violence In University City in recent <br />months; one whose life was cut short, the other whose life was forever changed by horror of <br />violence, another who died by gunfire in U City. She said many in our community were stunned by <br />how close the violence has come. Two six public servants were killed in Kirkwood. And over this <br />past weekend six were gunned down in AZ and thirteen others were wounded by a gunman. <br />Mayor Welsch quoted Robert Kennedy saying “Tragedy is a tool for the living to gain wisdom not a <br />guide by which to live.” She wondered what will come out of the recent tragedies that have <br />touched lives in U City and what we can and have learned and how we will move forward. Mayor <br />Welsch noted she was pleased with that Councilmembers Price, Glickert and Sharpe are <br />discussing, what should be done in U City to address the violence that has entered our streets. <br />She hoped that the recent killings in Arizona will cause all public servants and all those <br />commenting on the work they do to consider the words we use and the tone of their conversation. <br />Mayor Welsch said words do matter, implicit and explicit threats and a general disregard and <br />disrespect for the people with whom we work and whom we serve are never acceptable and seem <br />to set the stage where a violent response might be acceptable. Violence is never acceptable. She <br />said open and honest communications with even those that you disagree with should be <br />everyone’s goal. As public servants, Mayor believes it is our duty to serve as examples on how <br />civil discourse can be practiced. She felt as elected representatives, we should set an example <br />with our conduct that they will respect each other’s opinions, appreciate different perspectives on <br />issues and work together for the betterment of the community. Mayor Welsch said that Chief <br />Adams said that bullets have no eyes, they can be aimed at one and hit another and she said it is <br />the same with words: they can be heard by and influence anyone who hears them, not just the <br />intended audience. She hoped that all would speak in a way that will not cause angry or violent <br />reactions of any kind from anyone. A moment of silence was given. <br /> <br />C. APPROVAL OF AGENDA <br /> <br />The City Manager Mr. Walker asked to postpone vote on Bill 9101 until the January 24, 2011 <br />meeting as more review was needed before final vote is taken on this issue. <br /> <br />Mr. Crow asked about the draft agenda he received on December 23, which had an item for <br />Support and Technology maintenance It was pulled. He noted that on reliance that was to be <br />on the agenda he did not ask for a separate agenda item on Information System.
