<br /> <br /> MINUTES OF UNIVERSITY CITY COUNCIL <br />REGULAR SESSION <br />March 14, 2011 <br /> <br />At the Regular Session of the City Council of University City held on the fifth floor of City Hall, on <br />Monday, March 14, 2011. Mayor Shelley Welsch called the meeting to order at 6:32 p.m. In <br />addition to Mayor Welsch, the following members of the Council were present: <br /> Mr. Byron Price <br /> Ms. Lynn Ricci <br /> Mr. Stephen Kraft <br /> Mr. Michael Glickert <br /> Mr. Arthur Sharpe, Jr. <br /> <br />Also in attendance was and City Manager Lehman Walker. <br />Mr. Terry Crow was excused <br /> <br /> <br />Mayor Welsch asked for a moment of silence for the tragedy that has occurred in Japan. <br /> <br />C. APPROVAL OF AGENDA <br /> <br />Draft agenda was approved with no changes. <br /> <br />D. PROCLAMATION <br /> <br />E. APPROVAL OF MINUTES <br />1. <br />February 28, 2011, Study Session on Internal Audit Report Review moved for approval by <br />Mr. Sharpe, seconded by Mr. Glickert and carried unanimously. <br /> <br />2. <br />February 28, 2011, Regular City Council Session minutes were moved for approval by Ms. <br />Ricci, seconded by Mr. Sharpe and carried unanimously. <br /> <br />F. APPOINTMENTS <br />1. <br />Maria D’Agrosa Sweney was nominated to the Arts and Letters Commission by Mayor <br />Welsch, seconded by Ms. Ricci and carried unanimously. <br /> <br />2. <br />Daniel Wofsey was nominated to the L.C.R.A. Board by Mayor Welsch, seconded by Mr. <br />Kraft and carried unanimously. <br /> <br />G. SWEARING IN <br />1. <br />Mary Dee Schmidt was sworn in to the Arts and Letters Commission <br /> <br />H. CITIZEN PARTICIPATION (Total of 15 minutes allowed) <br /> <br />Mayor Welsch restated the rules the Council decided on last year concerning Citizen <br />Participation. She said the Council had determined that there should not be interaction <br />between people at the podium and members of the Council. Mayor Welsch said the person to <br />whom the questions are being directed will take notes and will follow up with the speakers. <br />Speakers are asked to provide their name and address, and to turn the microphone on and off <br />when they start and finish their remarks. <br /> <br /> <br /> 1 <br /> <br />
