<br />Mr. Glickert asked if the library had any glitches with the change over in IT at the City. Mr. Wall said <br />the only IT the library shares with the City is the New World financial software. He said the library <br />receives its internet connection through MOREnet. <br /> <br />Mayor Welsch asked Mr. Wall if the library had any plans on expanding its reach to the seniors and <br />others who might not be able to come in to use the facilities. Mr. Wall said they have a homebound <br />program which is being revised right now. The library has encouraged nursing homes to bring seniors <br />in for some of the Library’s programs. <br /> <br />Ms. Ricci asked about one of the things they do as their stock in trade - books etc. under category <br />called publications. She said other departments had the line item publications but those line items <br />had a different meaning. She asked if there is anything the City is paying for that is not part of the <br />library budget. Ms. Ricci asked if the library experienced delinquencies on book fines and Mr. Wall <br />said it was a regular part of any library. She asked if they had growing receivables and Mr. Wall said <br />it was pretty steady. Ms. Ricci was concerned if it would be like what happened to the solid waste <br />collection receivables. . Ms. Ricci noted the Library had a hefty building expense noted for this year. <br />Mr. Wall said it was a one-time expense to replace the roof which also entailed increasing the <br />insulation, and installing a more efficient sky-light. She asked what was MLC repair maintenance and <br />Mr. Wall said it is the Municipal Library Consortium where nine libraries share a server. <br /> <br />Mr. Crow stated that a City Manager’s task force had suggested University City Library become part <br />of the County Library system as a possible savings. He asked if the Director or any of the Board <br />members were involved in those discussions and if they would walk the Council through the pros and <br />the cons of doing this. <br /> <br />Mr. Stokes said they did not participate in the discussions and if they joined the County Library system <br />there would be a very good chance that University City’s Library would close since there is a library in <br />Clayton which is only a mile and one half away. He said the County Library property assessment tax <br />is eight cents per hundred lower than University City’s. Mr. Wall said other points to consider would <br />be that the County has only four branches and they are closed on Sundays from mid-May to early <br />September. Sunday is a very big day for the University City library and the community would not <br />benefit from losing Sunday hours. University City Library has more reference and children staffing. U <br />City is open more than any of the county branches. <br /> <br />Mr. Glickert asked if the library thought about a possible use of the Delmar-Harvard elementary <br />School next door. Mr. Wall said they had not given a lot of thought to the building but certainly the <br />thought of additional parking connected to the Delmar-Harvard would be beneficial. <br /> <br />Mayor Welsch asked how University City Library issued 37,000 cards when the City’s population was <br />less than that. Mr. Wall said anyone who lives in St. Louis County and City can get a library card from <br />any of the participating libraries since all libraries’ resources can be shared. <br /> <br />Mr. Walker answered the question that was asked by Mr. Crow on the County Library perhaps taking <br />over the library and whether University City Library Director or Board spoke with the City Manager’s <br />Budget task force. Mr. Walker stated he did speak with the Library Director Ms. Ballard when this <br />issue arose and she convinced him that it was not a good idea and it was not pursued any further. <br /> <br />Mr. Sharpe asked Director Wall if there was one thing he would tell the Council what was the most <br />notable thing about University City Library. Mr. Wall stated that it was the library staff and their <br />dedication to the community. <br /> <br />Ms. Ricci asked about the transfer out line item in their budget. Mr. Wall said that was for <br />administrative fees paid to the City for the services U City does for the library. She asked if there was <br />anything present or foreseen where the City is not meeting the Library’s needs. Mr. Wall said the <br /> <br />
