University City Municipal Commission on Arts & Letters
Minutes July 13, 2010 Call to Order: By Barbara Santoro at 7:02p.m.

Commissioners Present: Excused Absences:
Julie Bianchi Adelia Parker-Castro Marilyn Cathcart
Diane Davenport Barbara Romero Trish Hayes
Kim Chilton Barbara Santoro Claire Medol Hyman
Melcine Henderson Tom McCarty, Commission Liaison Kelly Martin
Dan Martin Arthur Sharpe, Jr. City Councilmember Regina Raineri

Approval of Minutes: May and June minutes tabled until September meeting.
Treasurer’s Report: Dan Martin reported the books are still open due to some post-Festival processing delays.
City Councilmember’s Report: Arthur Sharpe Jr. reported that the City Council was working on ongoing questions
regarding the budget deficit, the desire for red light cameras on UCity streets, whether the City Attorney should
be under the mayor or not. He also announced the appointment of Leman Walker as the new City Manager.
Photo Show: Barbara Romero reported that the second annual photography seminar would be held by Lisa
th
Mandel on Sunday, July 19.
Starlight Concert Series: Kim Chilton reported that this season’s attendance has been lower than in past years due
to the time and location changes instituted this year. She estimated the raffle sale proceeds at $78 for the first
two concerts, $200 for the third, and $113 for the fourth concert. Police have been turning away children aged
thirteen and under who arrive at the concerts without adult supervision. A problem with easily transporting the
raffle proceeds to the Commons was answered by Tom McCarthy who suggested a parks worker could be used to
drive the money to the Commons. Diane Davenport suggested that at the beginning of each concert the band be
introduced by one of the A&L Commissioners. She also suggested that the raffle prize donors be thanked at the
beginning of the concerts.
Festival U. City: Barbara Santoro thanked everyone who worked so hard to make the Festival U. City a great
event, particularly Tom McCarthy. Twenty artists participated in the festival art show and in return for cleaning
up their spaces, ten artists are to be reimbursed $25 each as stipulated in the contracts they made with A&L prior
to the festival. Barbara Santoro also expressed gratitude to the volunteers of the St Louis Art Museum. StLAM,
whose volunteers did not want their cleaning deposits returned, were eager to see the money put toward the
th
2011 Festival and are looking forward to participating again. At the July 6 meeting of the Festival U. City
Steering Committee (comprised of representatives from various U. City commissions and some new
th
representatives from the community) it was moved to hold the 2011 Festival U. City on June 4 pending
investigation of the feasibility of the date. Julie Bianchi will represent the A&L Commission at the meetings. Julie
Bianchi requested $213.47 for the costs she incurred preparing pianos and the Art U. Do venue. Diane Davenport
made the motion that Julie Bianchi be reimbursed and Melcine Henderson seconded the motion. The motion
passed.
Old Business: Adelia Parker-Castro requested the A&L Commissioners plan a retreat as a means to improve group
communication. Julie Bianchi and Diane Davenport expressed personal opposition to the time required by
retreats in general; preferring to address communication break-downs individually. Barbara Santoro questioned
the cost of the venture and wondered who would be the facilitator. When asked, Arthur Sharpe Jr. informed the
Commission that no other U. City Municipal Commission has held a retreat.
New Business: Diane Davenport asked the Commission to consider how PR could be improved for A&L events.
Julie Bianchi shared that she has been successful getting press for the Sculpture series by including photos with
press releases.
Motion to adjourn: at 8:36 p.m. by Adelia Parker-Castro, seconded by Barbara Romero. The motion passed.
