HISTORIC PRESERVATION COMMISSION MEETING
MINUTES
JUNE 15, 2004

Present
Susan Bowser, Chair
Ron Heise
Stephen Palley
Dennis Hyland
Jen Jensen
John McDonnell
Peter Steuterman
Stephany Brot, Council Liason
Lehman Walker, Staff Liason

1.Meeting commenced at 7:30 p.m.

2.Minutes of previous meeting were approved as submitted. Moved by Peter
Steuterman. Seconded by John McDonnell. Motion carried.

3.City Hall Restoration study (Trivers Report)
Discussion ensued regarding the Trivers Report. It was noted that the
typographical errors in the most recently submitted material need to be
corrected.

The Historic Preservation Commission requests another opportunity to review
the mechanical, electrical, plumbing and fire protection systems when the
plans are submitted.

In addition to the above with respect to the Trivers Report, the HPC requested
that the readability of the document be improved and that the proposed floor
plans increased in size to 8 ½ X 14 (perhaps a foldup plan) in order to
improve readability.

The following motion was approved by the Historic Preservation
Commission:

“That the City develop a master plan based on the assessment prepared by Trivers
Associates to prioritize and phase the needed building renovations. The master plan
will permit City Council in consultation with the Historic Preservation Commission
to prioritize needed renovations. The prepared documents are to be carried to the
design/development phase with appropriate independent budget estimates. The
rationale for this recommendation is to ensure that the work is not undertaken in a
piecemeal fashion and to develop a long range vision for the building. We make this
recommendation because all of the systems are interrelated and have an historic
impact.”
