Director, library staff <br />The meeting of the University City Public Library board was called to order at S:15p.m., <br />11/12/2008 by David Stokes, President. <br />Minutes <br />The minutes from the meeting of October 15, 2008 were approved. <br />Correspondence <br />No correspondence was received. Linda wrote a letter to the UCity Schools Superintendent with a suggestion that the schools offer access to the schools' PCs after school hours. The library <br />has <br />been filling a need for after-hours PC access for students for years. <br />Friends' report <br />The Friends met on Nov. 8. Their next program speaker will be Don Marsh in February'09. <br />Council liaison <br />Councilman Price was not present. <br />Librarian's report <br />a. Linda reported an outstanding problem with the library matching of a portion of full-time <br />employee's ICMA accounts (deferred compensation). Payroll administration has been incorrectly adding the match dollars to participants' taxable income instead of putting the <br />money into the deferred compensation accounts. Other errors also occurred, including no <br />increase in matching contributions as salaries increased. The portion of the library's <br />contribution that was not given to an employee that reflects a salary increase will be given to <br />the employee over the last pay periods in this calendar year and properly directed into their ICMA account. Those who were never added to the plan as they should have been will <br />receive the full amount the library should have contributed over the final pay periods of 2008. <br />The money had been budgeted properly over the years since 1999 but not administered <br />properly. The cost this year will be $12,294. It represents $9374 which was underpaid to <br />participants and $2920 for four employees who were never properly enrolled in ICMA. <br />b. St. Louis County Library system, beginning January 1, 2009, will allow holds on materials by Library Consortium patrons. <br />c. Linda has signed up with the UMSL Public Policy Research Center for $250 membership to <br />have access to their research and review of tax policies, and other financing for public <br />libraries. <br />d. A general note on the generally regular increase month-to-month in circulation - Much of the increase is due to DVD materials. <br />Page 1 of 2 <br />
