<br /> <br />Regular Meeting of the Park Commission <br />City of University City <br />July 22, 2008 <br />Centennial Commons <br /> <br />President Livingston Sykes called the meeting to order at 6:33p.m. Others present were: <br /> <br />Linda Peoples Karen Dille <br />Jerry Fitch Nancy MacCartney, Director of Parks <br />Mary Hart Tracy Collins, Department Staff Liaison <br />Caryn St Clair Robert Wagner, Council Liaison <br />John Sterbenz <br />James Sutton <br />Karen Palmer <br /> <br />Excused Absent: None <br /> <br />Disposition of Minutes from May 27, 2008 <br />President Sykes called for a motion, Ms. St. Clair motion to approve with the correction and Mr Sutton <br />second, after a vote approved. <br /> <br />Citizen’s Comments on items not on Agenda <br />Elsie Glickert had a written statement and spoke to the Commission regarding the Heman Swimming <br />pool. <br /> <br />Council Liaison Report <br /> <br />Mr. Wagner spoke about the city wide citizen survey, the establishment of a Green Practices, Good <br />Shepherd Children Services expansion, University Heights #1 subdivision neighborhood improvement <br />district, and refuse fee increases. <br /> <br />Master Plan Selection Criteria <br />Ms. Palmer and motioned to approve the following selection criteria for the Master Plan and Mr. Fitch <br />seconded; passes unanimously. <br /> <br /> <br />Reduce or not add significantly to maintenance costs <br /> <br /> <br />Unsafe or reduce liability <br /> <br /> <br />Upgrade infrastructure or deteriorated facility <br /> <br /> <br />Increase enjoyment of existing facility <br /> <br /> <br />Increase access, use and services for persons with disabilities <br /> <br /> <br />Helps achieve equitable distribution of facilities and programs to meet identified needs <br /> <br /> <br />Increase leisure opportunities, skills, passive recreation or family participation <br /> <br /> <br />Facility/Program not offered or in short supply that meets an identified need <br /> <br /> <br />Provides basic amenity for facility <br /> <br /> <br />Opportunities to increase revenues which help support the agency <br /> <br /> <br />Large user base <br /> <br /> <br />Increases public awareness and public involvement for programs or facilities <br /> <br /> <br />Encourages City partnerships with the private sector, or other public agencies, or neighborhoods <br />to meet identified needs <br /> <br /> <br />Support neighborhood revitalization or City goals <br /> <br /> <br />Trail linkages which will connect parks, schools, public and private open spaces throughout the <br />City and surrounding area <br /> <br /> <br />Enhances beautification or parks and high visibility areas of the City <br /> <br /> <br />
