<br /> <br />Regular Meeting of the Park Commission <br />City of University City <br />October 27, 2009 <br />Centennial Commons <br /> <br />President Livingston Sykes called the meeting to order at 6:35p.m. Others present were: <br /> <br />Robert Wagner Nancy MacCartney, Director of Parks <br />Karen Dille Rivian Robinson, Department Staff Liaison <br />John Sweeney <br />Mary Hart <br />Linda Peoples <br />Caryn St. Clair <br />Excused Absences: Jerry Fitch, Karen Palmer <br /> <br />Disposition of Minutes from September 22, 2009 <br />September minutes reviewed. Motion made and seconded to approve minutes. All in agreement. President <br />Sykes approved minutes. <br /> <br />Citizen’s Comments on items not on Agenda <br />No citizens present. <br /> <br />Council Liaison Report <br /> <br />Mr. Wagner gave the following report. Report submitted. At their October 26 meeting the City Council <br />approved a Resolution reaffirming our community’s support for diversity and affirmative action programs and <br />opposing the deceptive and divisive “Missouri Civil rights Initiative” and the Constitutional amendment it <br />proposes. Rezoning was approved for two adjacent vacant lots located at 547 and 545 North and South Road for <br />parking for Dewey’s Restaurant business. Two new members of Commissions were appointed as follows: <br />Deborah Arbogast appointed to the Library Board and Lisa Frumhoff was sworn in to the Historic Preservation <br />Commission. An ordinance was passed to eliminate the parking restrictions now in place on Forsythe Blvd from <br />Big Bend to Asbury. <br /> <br />Affiliated/Non-Affiliated Contractors use of facilities Policy <br /> <br />Policy was presented and read by all and discussion and questions followed. Questions were addressed and <br />answered and explanations given by Ms. MacCartney. Question asked regarding to bringing others as guests and <br />teaching them at no charge. Per Ms. MacCartney as long as no money is exchanged here or elsewhere as payment <br />for service, this would be acceptable. Also the service must be non-commercial and decision will be left to the <br />V. PolicyVI. Definitions <br />discretion of management. Suggestion to change wording under -#2, #3e, and under -B. <br />Motion made by Ms. St. Clair to accept as amended, seconded by Ms. Dille, vote taken and all in favor. <br /> <br />Special Events Policy <br /> <br />This policy discussion was tabled from September meeting and revisited tonight. Policy could have been listed <br />under unfinished business. Policy was re-read by all with discussion and questions following. Questions were <br />addressed and answered by Ms. MacCartney. Suggestions for corrections noted. President Sykes made motion to <br />accept policy with corrections. Vote was taken and all in favor. <br /> <br />Recommendation for 2010 Heman Pool Swimming Season <br />Recommendations were read by all present. Discussion followed. Explanations were given by Ms. MacCartney. <br />Suggestions and requests were made and discussed. Pool will open the Saturday of Memorial Day weekend. <br />Motion made and seconded to accept. Vote taken and all are in favor of accepting recommendation for 2010 <br />Heman Pool Swimming Season as written. <br /> <br /> <br /> <br />
