<br /> <br />Regular Meeting of the Park Commission <br />City of University City <br />September 22, 2009 <br />Centennial Commons <br /> <br />This Park Commission meeting was moved to 6pm in order that the Park Commission members could attend the <br />Parkview Gardens Park meeting being held this night also. Meeting proceeded as follows: <br /> <br />President Livingston Sykes called the meeting to order at 6:05p.m. Others present were: <br /> <br />Robert Wagner Nancy MacCartney, Director of Parks <br />Karen Palmer Rivian Robinson, Department Staff Liaison <br />Karen Dille <br />Jerry Fitch <br />John Sweeney <br />Mary Hart <br />Linda Peoples <br />Caryn St. Clair <br /> <br />Disposition of Minutes from July 28, 2009 <br />July minutes reviewed. Motion made and seconded to approve minutes with corrections. All in agreement. <br />President Sykes approved minutes. <br /> <br />Citizen’s Comments on items not on Agenda <br />No citizens present. <br /> <br />2009 Summer Pool Report <br />Pool report was read by all. Discussion and questions followed. Questions regarding some fees, cost allocations <br />were asked and answered by Ms. MacCartney. Mr. Fitch made motion to accept 2009 Summer Pool Report with <br />correction of date in subject line from 2008 to 2009. Motion seconded. All members in agreement. 2009 <br />Summer Pool Report accepted. <br /> <br />Memo: Alcohol Consumption in Parks <br />Review of municipal code regarding alcohol consumption in University City Parks. Amendment suggested to <br />Municipal code 9.08.080. Recommendation is that $10 fee for permits for alcohol consumption be required. <br />Questions and discussion followed. Ms. Dille made motion to accept amendment as proposed if approved by <br />council. Mr. Fitch seconds. All members in favor. <br /> <br />Council Liaison Report <br /> <br />Mr. Wagner arrived late and gave the following report. Report submitted. There have been three (3) meetings <br />At August 31 meeting <br />since the last Park Commission meeting. , council approved the annual property tax rates <br />for U. City. A property easement for the University City School District was approved to allow an additional bus <br />lane at the new Barbara C. Jordan elementary school when it reopens. A conditional us permit was approved to <br />allow the height of the new Barbara C. Jordan elementary school to exceed the maximum limitation normal for a <br />PA zoning district. An ordinance was passed approving the settlement agreement with AT&T/SBC Landline <br />The September 8 meeting <br />Company. was a special meeting to discuss the council procedures for meeting the <br />Missouri state requirement on filing a Conflict of Interest form. The 319 Water Project-storm water pond at Ruth <br />Park Golf Course was discussed by Ms. MacCartney and approved by council. There were three (3) council <br />appointments as follows: Mark Jacob to the Joint Task Force of U City and Olivette; Rodney Jennings to the <br />At the September 21 meeting <br />same Task Force; Linda Fried to the Urban Forestry Commission. , a city budget <br />amendment was recommended to redesign the U City website to become more public friendly. Council member <br />Wagner was appointed my Mayor Adams as Council Liaison to the Joint Task force for Olive/I-170 Development <br />Committee which is a joint effort with the City of Olivette.
