<br /> <br />Regular Meeting of the Park Commission <br />City of University City <br />rd <br />February 23, 2010 <br />Heman Park Community Center <br /> <br />President Livingston Sykes called the meeting to order at 6:31pm. Others present were: <br /> <br />Karen Palmer Nancy MacCartney, Director of Parks <br />Karen Dille Rivian Robinson, Department Staff Liaison <br />John Sweeney Lynda Euell-Taylor-Recreation Superintendant <br />William Field <br />Linda Peoples <br />Caryn St. Clair <br />Jerry Fitch <br /> <br />Unexcused Absence: Karen Palmer <br /> <br />rd <br />Disposition of Minutes from February 23, 2010 <br />January minutes reviewed. Motion made and seconded to approve minutes as written. All in agreement, <br />President Sykes approved minutes. <br /> <br />Citizen’s Comments on items not on Agenda <br />No citizens present. <br /> <br />Council Liaison Report <br /> <br />Mr. Wagner reports that (2) two new members of the Park Commission were announced. They are Gwendolyn <br />Gaines-Beckwith and William Field. Other appointments are: to the Green Practice Committee, Hilary Davidson <br />and Nathan Zelinske; to the Plan Commission, Paulette Carr; and Catherine Nichols was reappointed to the <br />Traffic Commission. Council approved a cooperation agreement for the construction and maintenance for the <br />Centennial Greenway. More details are in his written report. A Council resolution was passed adopting the <br />Parkview Gardens Park Plan, which this commission has reviewed and approved. <br /> <br />Cost Recovery and Fee Changes for FY 2011 <br />Ms. MacCartney reviewed and explained in detail the Cost Recovery and Fee Changes for FY 2011. The floor <br />was opened for questions and answers. Ms. Dille had question regarding Arts and Letters, Ms. Palmer had <br />question regarding Aquatics and electric golf carts, Mr. Sweeney had question regarding elimination of programs, <br />Mr. Sykes and Mr. Field had questions regarding golf carts and increase in charges. Ms. Peoples had question on <br />soccer field rentals. All were addressed and answered. Ms. St. Clair moves to accept the fee changes with <br />correction in Aquatics as noted by Ms. Palmer, Mr. Fitch seconds. Vote taken with (7) seven in favor, (1) one <br /> <br />opposed. <br /> <br />Department Report <br />Ms. MacCartney reports the budget was done in (2) two weeks this year as opposed to prior years where it took <br />longer. Parkview Gardens Park Plan discussed. National Endowment for the Arts Grant started. Application is <br />being finalized. If we receive it, it will pay for next phase of Parkview Gardens Park Plan. Flynn Tennis Courts <br />are out to bid. Bids open at end of next week. Discussion about new Punch Pass to visit 20 pools throughout the <br />region, this will be a fundraiser for MPRA and each Parks Department will sell them. They will be advertised <br />prior to start of sales. Ms. Dille had questions regarding grant and on Centennial Commons soccer fields <br />attendance in report. Nancy will review with Lynda, correct and follow up. <br /> <br />Individual Park Reports <br />Fogerty/Greensfelder <br />- Fogerty is fine. Question as to whether police drive thru park because of tire ruts thru <br />park. Nancy will look into. Greensfelder- no report. <br /> <br />
