<br />e <br /> <br />e <br /> <br />e <br /> <br />Minutes - Plan Commission <br />Page 3 <br />December 18, 1985 <br /> <br />CONDITIONAL USE APPLICATION, MCKNIGHT VILLAGE RETIREMENT CENTER <br /> <br />Chairman Hamilton stated that Mr. David A. Smith and Mr. Charles Deutsch <br />had been before the Plan Commission on two previous occasions concerning <br />their proposed project, the McKnight Village Retirement Center. <br />Previously, the Commission heard the request to rezone the property from <br />"SR" to "PR-O", and tonight the Commission would hear the application for <br />Conditional Use Permit. Mr. Smith presented a revised Site Plan to the <br />Commission stating the location of the project which covers approximately <br />eight acres. He stated that rezoning of the parcels had been approved by <br />the City Council and that the Industrial Development Authority had <br />approved a an inducement resolution for $28 million in bonds on December <br />17, 1985. The revised Site Plan included a review of access and parking <br />on the property, the number of units in the project and other general <br />features. One new feature of the project was the possible conversion of <br />some studio apartments to an assisted care facility with nursing beds. <br /> <br />Chairman Hamilton asked Mr. Goldman to give a staff response to the <br />application. Mr. Goldman noted that he had given Commission members a <br />list of 23 recommendations for conditions on the use permit. These <br />included improved access to the property, open spaces setback, parking and <br />public improvements. One additional condition should be that all of <br />McKnight Road and part of West Kingsbury be vacated to help accommodate <br />the project. Mr. Smith stated that he would like to respond to some of <br />the listed conditions in order to work out solutions that would make the <br />project feasible and attractive. He stated that condition Nos. 5, 7, 12, <br />13, 21 and 22 could hopefully be discussed after the public hearing. <br />After a brief discussion among Commission members, Chairman Hamilton <br />opened up the meeting to comments from the public. <br /> <br />First to speak was Mr. Daniel Talonn of 8661 Barby Lane. His concerns <br />included the traffic that would be generated by operation of the <br />retirement village and also that the character of the development had <br />changed since its initial stages. The change was towards a less <br />independent care facility to potential assisted care. Second to speak was <br />Mr. Lee Carlson who owns the property at 8662 Delmar. He was concerned <br />about what new public access would be needed from Delmar to the project <br />site and was assured by Chairman Hamilton his property would not be <br />affected by any additional public access from Delmar to the project site. <br />Third to speak was Mr. Ruben Sawyer, 8677 Barby Lane. His first concern <br />was the size of the rooms for units in the project. He felt that the <br />square footage allotment was quite small for each of the units. Mr. Smith <br />assured him that the specifications for the size of the units exceeded any <br />existing retirement facilities in the area. Mr. Sawyer's wife expressed <br />her concerns about the traffic generated by the project and that there was <br />already too much traffic on Barby Lane because employees from the <br />Monmartre Building already park on the street.
