<br />e <br /> <br />e <br /> <br />e <br /> <br />PLAN COMMISSION <br /> <br />Minutes <br /> <br />February 26, 1986 <br /> <br />The Plan Commission of the City of University City held its regular meeting in <br />the E.O.C. Basement Meeting Room of City Hall on Wednesday, February 26, 1986, <br />convening at 7:38 p.m. with Chairman Esley Hamilton presiding. <br /> <br />ATTENDANCE <br /> <br />Voting Members Present: Voting Members Absent: <br /> <br />Mary Cook Michael Kennedy <br />Esley Hamilton <br />Matthew P. Washington <br /> <br />Council Liaison Present: Paul Schoomer <br /> <br />Staff present: Frank Ollendorff, City Manager; Al Goldman, Director of Planning; <br />and Sarah Elwood, Zoning Administrator. <br /> <br />APPROVAL OF MINUTES <br /> <br />Mr. Rice moved that the minutes of the January 8, 1986 meeting be approved as <br />submitted. Ms Cook seconded the motion which passed by a vote of 6-0. <br /> <br />REQUEST TO REZONE 951 HANLEY ROAD FROM "PR-O" TO "GC" <br /> <br />Mr. Jim Murtha, a partner of the Midland Development Group, presented a request <br />by the Group to rezone the property at 951 Hanley Road (Hanley Junior High <br />School) from "PR-O"-Planned Residential Office District to "GC"-General <br />Commercial. He stated that the Midland Group had been the successful bidder for <br />the property and was party to a contract of sale contingent on the property being <br />rezoned to "GC". The Midland Group planned a 95,000 square foot shopping center <br />for the 14.57 acre parcel including a 49,000 square foot supermarket, a 25,000 <br />square foot retail space, 14,700 square feet for smaller retail service stores <br />and two outparcels of approximately 2,500-3,000 square feet each for additional <br />drive-in facilities. <br /> <br />Mr. Murtha presented a preliminary site plan of the proposed project detailing <br />the proposed landscaping, parking, lighting and screenin~He stated to Commission <br />members that approximately three acres toward the northwest portion of the parcel <br />were in the floodplain and, that considering the unadvisability of building in <br />that area, he and his partners would consider donating this portion of the parcel <br />to the city for a park or other public use. <br /> <br />Mr. Murtha introduced various members of the Midland Group and those the Group <br />had hired to plan the project. He stated that the Group often works with the <br />Kroger chain of supermarkets in developing retail centers and generally retains <br />
