Mr. McCauley moved that the Commission endorse the University City
Civic Plaza Master Plan as presented to the Plan Commission for its review by the
Historic Preservation Commission. Ms Cook seconded the motion which passed by a
vote of 6-0.

Chairman Hamilton asked Historic Preservation Commission members why the Hanley
Junior High School had not been designated a local historic district. Ms. Litle
responded that when the property went on the market in the spring of 1983, the
Historic Preservation Commission looked into various ways to protect the
structure when the property was sold. Ms. Little continued by saying that since
the Office of Historic Sites and Preservation of St. Louis County filed the
application for nomination to the National Register of Historic Places, the
Historic Preservation Commission felt that there was no real need for local
designation. Plan Commission members strongly suggested local district
designation for the school.

ELECTION OF OFFICERS OF THE PLAN COMMISSION

Chairman Hamilton stated that according to the bylaws of the Plan Commission,
officers should be elected at this time. The Commission needed to elect a
Chairman and Vice Chairman. Nominations for the office of Chairman were then
opened. Ms Schuman nominated Esley Hamilton for the office of Chairman. Mr.
McCauley seconded the motion and, as there were no other nominations, Mr.
McCauley made a motion to close nominations and elect Esley Hamilton chairman by
acclamation. Mr. Rice seconded the motion and all present voted in favor.

Nominations for the office of Vice Chairman were opened. Mr. McCauley nominated
Ms Schuman. The motion was seconded by Mr. Rice. As there were no other
nominations, Chairman Hamilton called for a vote on the motion, which passed by a
vote of 6-0.

OTHER BUSINESS

Chairman Hamilton called upon Ms Ann Robison to present her request to subdivide
the property on 7901 Lafon Place. Ms Robison noted that the address at 7901
previously been on the lot was burned beyond salvation last October. She noted
that according to survey, the alley to the east of the property had been vacated
in favor of the adjacent subdivision. Mr. McCauley asked if the proposed
subdivision would meet the lot size standards under the zoning code. Ms Robison
stated that the frontage requirement of 60 feet would be met and that the lots
would exceed the area requirements. Mr. McCauley moved that the Plan Commission
recommend approval of the request to subdivide the property at 7901 Lafon Place
per the presented survey. Mr. Rice seconded the motion which passed by a vote of
6-0.

In other business Councilmember Schoomer noted that on February 10, 1986 City
Council had enacted the new zoning district "PD"-Planned Development District and
also that the City Council had before it a proposal to rezone the tract at 500
North and South into this zoning classification as presented by Mr. Paul Londe.
