.

.

Minutes - Plan Commission
Page 6
April 15, 1986

long term vitality" of the City. He stated that, as a Goal, the City should
hope to attract such people and that the City should have the full support
of its citizens. He suggested deleting the phrase, "with a predominance
of." Chairman Hamilton objected to this suggestion stating that it denoted a
strategy of excluding the poor from the City altogether. Mayor-elect
Majerus stated that on page 39, in the second sentence of the text, the word
"sometimes" should be excluded.

Ms. Schuman noted that generally the Population section contained good
information, but the data was not always related to a planning conclusion.
She stated that no projections were made; trends were referred to, but no
expectations were mentioned. She stated that she had noted many changes
which she would relate to Planning Staff at a later date.

Chairman Hamilton began discussion of the Transportation section. (p. 48).
He questioned the statement that "traffic control devices such as stop signs
and speed limits" were "generally overused." (p. 51). Councilmember
Schoomer stated that the Traffic Commission had already reviewed the
existing number of stop signs and traffic control devices in general and had
pared them down to a minimum. No one argued, however, with the language
that traffic control devices should be "reviewed periodically to assure that
a useful function is being performed." (p. 51). Mr. Ollendorff stated that
the Transportation section need not mention the light rail system. Ms. Cook
noted that the importance of University City's central location was that
when people travel through it, it is important that what they see is
attractive; they should see University City as a place to stop, eat, shop
and socialize. She noted that the maintenance of the tree lawns should be
put in the Special Qualities section. (pp. 87-88).

Chairman Hamilton noted the late hour and that the Commission had discussed
only the first half of the draft. He suggested that Commission members
convene at another time before their next regularly scheduled meeting on
May 28, 1986, in order to complete an initial discussion of the draft of the
Comprehensive Plan. He suggested meeting on Wednesday, May 7, at 7:30 p.m.;
the Commission would taKe up discussion of the draft of the Comprehensive
Plan starting on page 54. He directed the Zoning Administrator to tenatively
schedule a meeting for May 7, 1986.

AJOURNMENT

The meeting adjourned at 10:25 p.m.
