<br />. <br /> <br />. <br /> <br />PLAN COMMISSION <br /> <br />Minutes <br /> <br />April 22, 1987 <br /> <br />The City Plan Commission held its regular meeting in the Emergency Operations <br />Center of City Hall on Wednesday, April 22, 1987, convening at 7:40 p.m. with <br />Chairman Esley Hamilton presiding. <br /> <br />ATTENDANCE <br /> <br />Voting Members Present: <br /> <br />Voting Members Absent: <br /> <br />Esley Hamilton, Chairman <br />Arnold J. Adams, Jr. <br /> <br />Staff present: Al Goldman, Director of Planning; Sarah Elwood, Zoning Administrator. <br /> <br />APPROVAL OF MINUTES <br /> <br />Mr. Rice moved that the minutes of the February 25, 1987, meeting be approved <br />as submitted. Mr. Kendall seconded the motion which passed by a vote of 4-0. <br /> <br />REQUEST TO AMEND DELMAR LOOP REDEVELOPMENT PLAN - REQUEST TO REZONE PARCEL AT <br />66TH STREET AND VERNON AVENUE FROM "HR" TO "IC" <br /> <br />Mary Fahey, Executive Director of the University City Redevelopment Authority, <br />presented the Authority's request that the Plan Commission recommend an <br />amendment to the Delmar Loop Redevelopment Plan as well as a request to rezone <br />the urban renewal parcel at 66th Street and Vernon Avenue from "HR"-High <br />Density Residential to "IC"-Industrial Commercial. She explained that the <br />site was approximately two acres in size and was currently zoned "HR." The <br />Delmar Loop Redevelopment Plan had previously designated the parcel as <br />appropriate for General Commercial use west of 66th Street and Industrial <br />Commercial/Warehouse use east of 66th Street. She further explained that this <br />parcel, one of the last undeveloped urban renewal parcels, had been zoned "HR" <br />for the last several years without any successful proposals. With the success <br />of the Cunningham Industrial Park and the growing interest in the new Olive- <br />Skinker Business Park, the Redevelopment Authority urged amendment of the <br />Delmar Loop Redevelopment Plan and rezoning of this site to "IC." <br /> <br />Mr. McCauley noted that the Plan Commission had considered an application for <br />a Conditional Use Permit for 6504 Olive Boulevard, the property just north of <br />this urban renewal parcel. He indicated that the Olive parcel was currently <br />zoned "IC" and asked Ms. Fahey if rezoning the urban renewal parcel to "IC" <br />would have a deleterious effect on the Olive parcel. Also he asked Ms. Fahey <br />for assurance that the Redevelopment Authority's current proposal was not a <br />reaction to any Plan Commission or City Council action regarding the parcel on <br />
