His final concern related to storm <br />water drainage onto the lower-lying properties on Donne Avenue. He said <br />that the sewers behind his property had caved in on a number of occasions <br />and that if the building was built, he felt some need for improvement in the <br />storm water drainage system. Mr. Tom Samson of 528 North and South Road <br />reiterated Mr. Mecham's concerns. Ms. Lynn Wakefield of 514 Donne Avenue <br />expressed her opinion that an outdoor parking lot adjacent to her single <br />family home would decrease its value. She was also concerned about the <br />entrance and exit of 48 or more cars at the curve on North and South Road. <br />She concluded by saying that the first condominium built on North and South <br />Road would set a precendent for type and height of development along the <br />corridor. Mr. Robert Wood of 343 North Meramec in Clayton asked about <br />projection of balconies and mechanical equipment into required yards. He <br />was concerned about the proximity of the building to his adjacent property <br />in Clayton. Mr. Jewel, project engineer, stated that there was a ten <br />foot-wide right-of-way setback from the Clayton city limits which was <br />University City property; the building setback would be measured from this <br />right-of-way line. Mr. Tom Sommers of 512 Warder Avenue, a co-developer of <br />the project, stated that he had circulated a petition signed by various <br />people in the neighborhood who supported development of the project. Mr. <br />Sommers emphasized that the parking lot north of the building would be <br />screened by extensive landscaping and that the entrance and exit to the <br />parking lot would not be constructed immediately at the curve of North and <br />South Road. <br /> <br />Chairman McCauley asked whether approval of the site plan was part of the <br />Plan Commission's consideration of the rezoning request. Mr. Goldman stated <br />that rezoning proposals for the "PD"-Planned Development District were <br />normally considered in response to specific development proposals; if the <br />Plan Commission wanted to have any specific input into the site plan review <br />process they could make this suggestion to the City Council. Mr. Safe asked <br />if the Plan Commission didn't normally consider only the potential use of <br />the property in recommending a rezoning proposal. Mr. Goldman stated that, <br />in most cases, the issue for the Plan Commission was that of land use only. <br />Mr. Safe stated that in understanding the reality of Planned Development <br />proposals along the North and South corridor, University City did not <br />anticipate a critical need for redevelopment; the existing neighborhood was <br />not blighted or in need of repair. The request to rezone in response to <br />this specific development proposal was not persuasive to Mr. Safe. Ms. <br />Kreishman stated that the size of the proposed building was not appropriate <br />for the site. After further discussion, Mr. Safe moved that the Plan <br />Commission recommend denial of a request to rezone the properties at 501, <br />509, 515, 519 and 523 North and South Road from "SR"-Single Family <br />Residential to "PD"-Planned Development District. The motion was seconded <br />by Ms. Kreishman and passed by a vote of 5-0 with one abstention. <br /> <br />REQUEST TO REZONE 1.6 ACRES OF PROPERTY ON NORTH AND SOUTH ROAD AT THE <br />EASTERN TERMINUS OF BALSON AVENUE.
