Frank Ollendorff, City Manager, and Mr. <br />Goldman stated that the application should be limited to its proposed size and <br />scope and that auto repair or an expanded operation should not be permitted on <br />the site. <br /> <br />After further discussion, Mr. Rice moved that the Plan Commission recommend <br />approval of the application for a Conditional Use Permit subject to the following <br />conditions: <br /> <br />1. A solid fence or landscape buffer which meets the approval of the Planning <br />Director in consultation with the neighboring property owner, shall be <br />installed and maintained along the north edge of the open lot area. <br />2. The parking shall be laid out to eliminate the need for backing out into the <br />street. This limitation does not apply to vehicles which are displayed or <br />stored on the lot or in the garage. <br />3. Outdoor display shall be limited to the areas not needed for the proper <br />maneuvering of parked automobiles. <br />4. Outdoor parking, storage and display shall be limited to passenger motor <br />vehicles in good condition. No damaged or inoperable vehicles shall be on <br />the lot at any time. <br />5. No signs of any type shall be displayed on the lot or the garage or the north <br />face of the office building. <br />6. Exterior lighting shall be limited to low key security lighting. No display <br />lighting of any type shall be permitted. Any exterior lighting that is not <br />approved by the Zoning Administrator shall be turned off and removed. <br />7. The use shall not be expanded to include adjoining buildings or lots. It <br />should be understood that this approval is based on the limited size of the <br />operation and no amendments will be considered which increase the size of the <br />operation. <br />8. No sales or other activities shall be conducted on the permises after 9 p.m. <br />on any day of the week. <br />9. No mechanical repairs, body work or painting shall be performed on vehicles <br />on the premises. <br />10. No parking shall be permitted in front of the premises on the Olive Boulevard <br />frontage. <br />11. No fence shall be constructed along Mt. Olive Avenue other than a chain and <br />bollard type barrier without the express approval of the City Council. <br /> <br />The motion was seconded by Ms. Kreishman and passed by a vote of 7-0. <br /> <br />REQUEST TO AMEND TEXT OF ZONING CODE SECTION 34-100.7 - CAMPAIGN SIGNS <br /> <br />Ms. Elwood stated that the Zoning Code regulations governing the size and display <br />of campaign signs had been a confusing enforcement problem over the last few <br />years, and she proposed an amendment to the section which would limit anyone <br />property, residential or commercial, to the display of one appropriately sized <br />sign for each type of campaign involved in an election.
