<br />. <br /> <br />. <br /> <br />PLAN COMMISSION <br /> <br />Minutes <br /> <br />May 25, 1988 <br /> <br />The City Plan Commission held its regular meeting in the Emergency Operations Center <br />of City Hall on Wednesday, May 25, 1988, convening at 7:42 p.m. with Vice Chairman <br />Canice T. Adams, Jr. <br /> <br />Staff present: Frank Ollendorff, City Manager; Al Goldman, Director of Planning and <br />Sarah Elwood, Zoning Administrator. <br /> <br />APPROVAL OF MINUTES <br /> <br />Ms. Kreishman moved that the minutes of the April 27, 1988, meeting be approved as <br />corrected. Mr. Marsh seconded the motion which passed unanimously. <br /> <br />APPLICATION FOR CONDITIONAL USE PERMIT '241A. CHARLES DEUTSCH AND DAVID SMITH DBA ONE <br />MCKNIGHT PLACE PARTNERSHIP, AMENDED PLANS FOR PHASE II NURSING HOME DEVELOPMENT <br /> <br />Vice Chairman Rice informed those present that the Plan Commission had scheduled a <br />public hearing on an application for an amendment to Conditional Use Permit '241A by <br />Charles Deutsch and David Smith dba the One McKnight Place Partnership in order to <br />allow for amended plans for the One McKnight Place Phase II Development, an assisted <br />care and skilled nursing care facility. Mr. Rice reviewed the criteria dictated by <br />the Zoning Code which must be satisfied in order for the Plan Commission to recommend <br />approval for the amendment application. He explained that the Plan Commission <br />findings and recommendation on the application would be forwarded to the City Council <br />for their review. <br /> <br />Mr. Rice called on the applicant to present information on the application. Mr. Marsh <br />informed the Vice Chairman that he must abstain from any vote on the application <br />because of a potential conflict of interest. Mr. David Smith, one of the partners in <br />the One McKnight Place Partnership, explained that Phase I of the McKnight Project, a <br />four-story, 220 unit apartment building for active senior adults, was currently under <br />construction. He stated that the Plan Commission and City Council had approved the <br />plans for Phase I in 1985 and 1986. He explained that Phase II of the McKnight <br />project would include a health service facility consisting of assisted care, as well <br />as skilled and intermediate nursing care, within a three-story building on the <br />remaining 2.2 acres of the site which is west of 1-170 between Barby Lane and West <br />Kingsbury Avenue. Mr. Smith explained that the McKnight Partnership had applied for <br />an amendment to the Conditional Use Permit which governs the entire McKnight <br />
