<br />. <br /> <br />. <br /> <br />Minutes - Plan Commission <br />Page 6 <br />June 22, 1988 <br /> <br />OTHER BUSINESS <br /> <br />Ms. Elwood stated that Mr. Goldman had requested that the Plan Commission <br />review provisions made in the Preliminary Plat of the so-called Corvette <br />Lane Subdivision proposed by Mr. Jordan Tobin for attached single family <br />homes on the three-acre tract north of Ruth Park. Mr. Tobin's preliminary <br />plat had been reviewed and approved subject to certain conditions by the <br />City Plan Commission on May 25, 1988. Ms. Elwood stated that all of these <br />conditions had been met or were in the process of being met; Mr. Goldman <br />suggested that the provision for additional off-street parking other than <br />that provided on the preliminary plan approved in May be reviewed by the <br />City Plan Commission. <br /> <br />Mr. Arthur Roufa and Mr. Jordan Tobin explained to Plan Commission members <br />that off-street parking could not be provided to the north of the proposed <br />attached single family homes because the Swarthmore Avenue right-of-way <br />north of Blancha Drive had been vacated and dedicated to the homeowner on <br />the northeast corner of Swarthmore and Blancha. Therefore, the alternative <br />was to widen a portion of Swarthmore Lane south of the proposed Swarthmore <br />Court and provide five or six parallel parking spaces as fulfillment of the <br />condition for additional off-street parking for the Corvette Subdivision. <br /> <br />Mr. Rice expressed his concern for the insufficiency of the additional <br />parking in that it did not appear to be off of the street and did not help <br />reduce the overall density of the project. Ms. Kreishman believed that more <br />parking spaces would be needed and that the location of the parking spaces <br />was inappropriate as it would require those who parked there to turn around <br />in the driveways of the homes on the east side of Swarthmore. Mr. Marsh <br />asked if it would be possible to move the proposed location of the attached <br />single family homes in order to provide more parking within the subdivision. <br />Mr. Roufa replied that the engineers had looked into that possibility and <br />because of the floodplain limitations, they stated it was not possibile. <br />Mr. Marsh asked if more on-street parking was feasible on the proposed <br />Swarthmore Court. Mr. Safe stated that the turning radius into and the <br />location of the driveways from the street minimized the number of on-street <br />parking spaces along the proposed Swarthmore Court. Chairman McCauley <br />stated that this was also a problem of street width, which, in turn, <br />affected the turning radius. <br /> <br />After further discussion, Mr. Rice moved that the Plan Commission resolve <br />and inform the City Council that the proposed additional off-street parking <br />provided by widening Swarthmore Lane south of the proposed Swarthmore Court <br />was not an adequate solution to the conditions required by Plan Commission <br />on May 25, 1988, with regard to the Preliminary Plat for the Corvette <br />Subdivision. Ms. Kreishman seconded the motion which passed by a vote of <br />7-0. <br /> <br />Councilmember Adams informed Commission members that the City Council had <br />approved the amended plans for the McKnight Village Phase II nursing home <br />project. A property tax transfer of $0.08 to pay for bonded indebtedness <br />and City operations would be included for voter approval in the general <br />election in November. <br />
