<br />. <br /> <br />. <br /> <br />PLAN COMMISSION <br />, <br /> <br />Minutes <br /> <br />July 27, 1988 <br /> <br />The City Plan Commission held its regular meeting in the Emersency <br />Operations Center of City Hall on Wednesday, July 27, 1988, convening at <br />7:35 p.m. with Chairman Matthew P. Washington <br /> <br />Stephen Marsh (excused) <br /> <br />Council Members Present: The Honorable Janet Majerus, Mayor; Joseph L. <br />Adams, Jr., Acting Council Liaison. <br /> <br />Staff Present: Al Goldman, Director of Planning; Sarah Elwood, Zoning <br />Administrator. <br /> <br />Chairman McCauley brought to the attention of Commission members and those <br />present the recent award received by Al Goldman, Director of Planning. Mr. <br />Goldman was recently honored by the Building Officials and Code Administrators <br />International with its 1988 Alfred H. Baum Award for his "Outstanding <br />Contribution to the Advancement of the Building Inspection Profession." <br />Chairman McCauley noted his pleasure that the fine service Mr. Goldman <br />provides University City was also nationally recognized. <br /> <br />APPLICATION FOR AMENDMENT TO CONDITIONAL USE PERMIT #142 - GRAMEX CORPORATION, <br />8020 OLIVE BOULEVARD <br /> <br />Chairman McCauley informed those present that the Plan Comaiesion had <br />scheduled a public hearing on an application for an amendment of Conditional <br />Use Permit '142 by Mr. Frederick K. Rudolph, representing the Gramex <br />Corporation, in order to allow for replacement signage for a discount <br />department store at 8020 Olive Boulevard. Chairman McCauley reviewed the <br />criteria dictated by the Zoning Code which must be satisfied in order for the <br />Plan Commission to recommend approval of the application. He explained that <br />the Plan Commission findings and recommendation on the application would be <br />forwarded to the City Council for its review. <br /> <br />Chairman McCauley called on the applicant to present information on the <br />application. Mr. Rudolph, Executive Vice President of the Gramex Corporation, <br />informed Commission members that Gramex had recently purchased the property at <br />BOOB-B020A Olive Boulevard and planned to have its Grandpa Pidgeon's discount <br />store chain occupy the former Target store space at 8020 Olive. He explained <br />that while the use of the space was the same as that of Target, an amendment <br />to the Conditional Use Permit governing the property was needed to change the <br />signage Grandpa's would require. Grandpa's proposed a 103 square foot wall <br />sign to be erected above the new entrance to the store. The proposed entrance <br />
