<br />. <br /> <br />. <br /> <br />PLAN COMMISSION <br /> <br />Minutes <br /> <br />September 28, 1988 <br /> <br />The City Plan Commission held its regular meeting in the Emergency Operations <br />Center of City Hall on Wednesday, September 28, 1988, convening at 7:32 p.m. with <br />Chairman Matthew P. McCauley presiding. <br /> <br />VOTING MEMBERS PRESENT: <br /> <br />Matthew P. McCauley, Chairman <br />Canice T. Rice, Jr., Vice Chairman <br />Arnold J. Kendall <br />Melissa P. Kreishman <br />Stephen Marsh <br />Carl Safe <br />Booker T. Washington <br /> <br />Council Members Present: Robert Wagner, Council Liaison; Byron Price, 3rd Ward <br />Councilmember. <br /> <br />Staff Present: Frank Ollendorff, City Manager; Al Goldman, Director of Planning; <br />Sarah Elwood, Zoning Administrator. <br /> <br />APPROVAL OF MINUTES <br /> <br />Mr. Kendall moved that the minutes of the August 24, 1988, meeting be approved as <br />submitted. Ms. Kreishman seconded the motion which passed by a vote of 7-0. <br /> <br />APPLICATION FOR CONDITIONAL USE PERMIT #269 - DUBBLES. INC. AT 7290 OLIVE <br />BOULEVARD <br /> <br />Chairman McCauley informed those present that the Plan Commission had scheduled a <br />public hearing on an application for Conditional Use Permit #269 by Terry Barton <br />representing Dubbles, Inc. in order to allow the premises at 7290 Olive Boulevard <br />to be used for a drive-in restaurant. Chairman McCauley reviewed the criteria <br />dictated by the Zoning Code which must be satisfied in order for the Plan <br />Commission to recommend approval of the application. He explained that the Plan <br />Commission findings and recommendation on the application would be forwarded to <br />the City Council for its consideration. Mr. Rice indicated that he would abstain <br />from any consideration or vote on the motion due to a conflict of interest. <br /> <br />Chairman McCauley called on the applicant to present information on the <br />application. Mr. Barton of Alton, Illinois, introduced himself and Mr. Mark <br />Schwartzkopf, the President of Dubbles, Inc. Mr. Barton indicated that the <br />Dubbles application was a request for the city to permit location of a <br />drive-through restaurant on the southeast corner of Olive and Midland Boulevards. <br />Mr. Schwartzkopf explained that the site was currently the location of a vacant <br />building which originally housed an automobile service station. In order to <br />construct a new building and other improvements on the site for the new <br />restaurant use, the vacant building would be demolished as well as the existing <br />gasoline tanks removed from the ground. Mr. Schwartzkopf went on to explain that <br />Dubbles currently operates restaurants in several states, including five <br />locations in Illinois. The Dubbles operation is similar to those of the Zipps or <br />
