<br />. <br /> <br />. <br /> <br />PLAN COMMISSION <br /> <br />Minutes <br /> <br />October 26, 1988 <br /> <br />The City Plan Commission held its regular meeting in the Emergency Operations <br />Center of City Hall on Wednesday, October 26, 1988, convening at 7:35 p.m. with <br />Chairman Matthew P. Rice, Jr., Vice Chairman (excused) <br /> <br />Councilmembers Present: Paul Schoomer, 2nd Ward. <br /> <br />Staff Present: Al Goldman, Director of Planning; Sarah Elwood, Zoning <br />Administrator. <br /> <br />CONSIDERATION OF CHANGE TO ORDINANCE PROHIBITING SECURITY BARS IN THE "RC" ZONING <br />DISTRICT <br /> <br />Chairman McCauley reminded Commission members of the Zoning Code amendment to <br />Section 34-36.7 they had recommended to the City Council earlier this year <br />regarding a prohibition on the installation of security bars on doors or windows <br />in the "RC"-Retail Commercial zoning district. The City Council adopted this <br />recommendation as new Zoning Code Section 34-36.7e on July 11, 1988. The <br />Chairman explained to members that he had received a request to change this <br />requirement or recommend an exception for one merchant moving to a new location <br />in the Loop business district. <br /> <br />Councilmember Paul Schoomer of the 2nd Ward informed the Commission that Mr. Alan <br />Suits, owner of Coyote's Paw Gallery at 6505 Delmar Boulevard currently had <br />security bars protecting the windows at this location which had been installed <br />before enactment of the current prohibition on security bars in the Loop <br />district. He now wished to move his gallery to vacant space at 6388 Delmar and <br />install window security bars at the new location. Mr. Suits has indicated a need <br />to safely display valuable art objects in the windows of any location he would <br />occupy, even during the hours the gallery is closed. Mr. Suits requests that the <br />"grandfathered" status of security bars for his gallery be permitted to continue <br />at his new location. <br /> <br />When asked, Mr. Goldman explained that the City Manager and City Attorney knew <br />of no procedure by which an exception could be granted to Coyote's Paw. Mr. Safe <br />asked if a request for a variance which could be granted by the Board of <br />Adjustment would be appropriate. Mr. Goldman stated that this appeal procedure <br />
