<br />. <br /> <br />. <br /> <br />Minutes - Plan Commission <br />Page 4 <br />February 22, 1989 <br /> <br />DISCUSSION OF PROPOSED PUBLIC HEARING ON 1986 COMPREHENSIVE PLAN <br /> <br />Mr. Goldman stated that in consultation with others, planning staff had <br />recognized that the 1986 Comprehensive Plan omits resolution of the issue of <br />shallow-depth commercial zoning along Olive Boulevard. There is no <br />recommendation in the Plan for considering rezoning for commercial use to a <br />greater depth where appropriate. Although the Plan does not prohibit expansion <br />of commercial areas, the city could face legal challenge to commercial rezonings <br />as being not consistent with the Comprehensive Plan. Mr. Goldman recommended <br />that the issue of shallow-depth commercial zoning along Olive Boulevard be <br />included in the Comprehensive Plan. The Chairman directed Ms. Elwood to schedule <br />the requested hearing and to publish due notice thereof. Mr. Rice suggested that <br />the affected neighborhood groups be specifically notified as a courtesy for their <br />input. Ms. Kreishman asked if such a change to the Plan would preclude <br />consideration of Medium Density Residential development. Mr. Goldman replied <br />that it would not. Mr. Kendall suggested that any former Commission members be <br />included in notification of the hearing. <br /> <br />OTHER BUSINESS <br /> <br />Mr. Wagner reviewed for Commission members the following City Council action on <br />planning and zoning items: <br /> <br />1. City Council approval of a Conditional Use Permit for Central Auto <br />Service, Inc. at 8041 Olive Boulevard. <br />2. City Council approval of the Record Plat for the Westover Center Tract. <br />3. City Council approval of minor modification to the site plan for Dubbles <br />Drive-In Restaurant, 7290 Olive Boulevard. <br />4. City Council denial of Site Plan Review for proposed single family <br />infill home at 7060 Kingsbury Boulevard. <br />5. City Council approval of Site Plan Review for new retail/office space at <br />7267 Olive Boulevard. <br /> <br />Ms. Elwood informed members that the Industrial Development Authority (IDA) voted <br />at its February 7th meeting not to fund a study at this time of the neighborhood <br />bounded by North and South and Hanley Roads, Delmar Boulevard and the south City <br />limits. According to Mary Fahey, Executive Director of the IDA, the members <br />expressed concern that a study conducted at this time, without imminent <br />development pressures, might be disruptive to the neighborhood. The IDA does, <br />however, support the Plan Commission's desire to define an overall concept for <br />development of areas and would seriously consider future requests. <br /> <br />ADJOURNMENT <br /> <br />The meeting adjourned at 8:35 p.m. <br />
