<br />. <br /> <br />. <br /> <br />PLAN COMMISSION <br /> <br />Minutes <br /> <br />April 26, 1989 <br /> <br />The City Plan Commission held its regular meeting in the Emergency Operations Center <br />of City Hall on Wednesday, April 26, 1989, convening at 7:33 p.m. with Chairman <br />Matthew P. McCauley presiding. <br /> <br />VOTING MEMBERS PRESENT: <br /> <br />Matthew P. McCauley, Chairman <br />Canice T. Rice, Jr., Vice Chairman <br />Arnold J. Kendall <br />Melissa P. Kreishman <br />Stephen Marsh <br />Carl Safe <br />Booker T. Washington <br /> <br />Councilmembers Present: Robert Wagner, Council Liaison <br /> <br />Staff Present: Al Goldman, Director of Planning; Sarah Elwood, Zoning Administrator. <br /> <br />APPROVAL OF MINUTES <br /> <br />Mr. Safe moved that the minutes of the March 22, 1989, meeting be approved as <br />corrected. Mr. Kendall seconded the motion which passed by a vote of 6-0. <br /> <br />Mr. Rice arrived at 7:40 p.m. <br /> <br />APPLICATION FOR CONDITIONAL USE PERMIT #274 - U. S. AUTO GLASS AT 8664 OLIVE BOULEVARD <br /> <br />Chairman McCauley informed those present that the Plan Commission had scheduled a <br />public hearing on the application for Conditional Use Permit #274 by Mr. Richard Lee, <br />Vice President of Globe Glass and Mirror Co., who proposes to do business as U. S. <br />Auto Glass at 8664 Olive Boulevard in Units B, C and D. The proposed business <br />requires Plan Commission and City Council approval for its auto glass repair services. <br />The Chairman then outlined the Commission's procedure and criteria for reviewing the <br />application. <br /> <br />Chairman McCauley called on the applicant to present information to the Commission on <br />the application. Mr. Gary Meives, the St. Louis store manager for U. S. Auto Glass, <br />explained that the business, which is currently located at 9119 Olive Boulevard in the <br />City of Olivette, handles auto glass replacement, most of which is done at the <br />customer's home or business location. Mr. Meives understood that a Conditional Use <br />Permit would be needed for the small amount of auto glass installation to be performed <br />at the proposed new location in University City. Customers could drive in with their <br />vehicles and have them repaired while they waited or have them held for pick up later <br />the same day. Mr. Mark Mannion of the Mannion-Stude Development Company, developers <br />of the site, stated that pursuant to the Planning Director's April 18, 1989, report, <br />site improvements could be completed pursuant to Site Plan Review #1196. Mr. Mannion <br />conceded that the developers had overlooked putting in the required fifteen foot-wide <br />transitional yard and could complete same once the tenant was permitted occupancy. As <br />an alternative, the developers would gladly contribute a like amount of funds for city- <br />
