<br />. <br /> <br />. <br /> <br />PLAN COMMISSION <br /> <br />Minutes <br /> <br />June 28, 1989 <br /> <br />The City Plan Commission held its regular meeting in the Emergency Operations Center <br />of City Hall on Wednesday, June 28, 1989, convening at 7:30 p.m. with Chairman Matthew <br />P. McCauley presiding. <br /> <br />VOTING MEMBERS PRESENT <br /> <br />Matthew P. McCauley, Chairman <br />Canice T. Rice, Jr., Vice-Chairman <br />Arnold J. Kendall <br />Melissa P. Kreishman <br />Stephen Marsh <br />Carl Safe <br />Booker T. Washington <br /> <br />Councilmembers Present: Paul Schoomer, Second Ward. <br /> <br />Staff Present: Al Goldman, Director of Planning; Sarah Elwood, Zoning Administrator. <br /> <br />APPROVAL OF MINUTES <br /> <br />Mr. Safe moved that the minutes of the May 24, 1989, meeting be approved as corrected. <br />Mr. Kendall seconded the motion which passed by a vote of 6-0. <br /> <br />Mr. Rice arrived at 7:35 p.m. <br /> <br />APPLICATION FOR AMENDMENT OF CONDITIONAL USE PERMIT #266A-AMENDED SITE PLAN FOR FIVE <br />ADDITIONAL SINGLE FAMILY DETACHED HOMES <br /> <br />Chairman McCauley informed those present that the Plan Commission had scheduled a <br />public hearing on the application for a third amendment of Conditional Use Permit #266 <br />by Richards Bruno, Inc. in order for the Commission and City Council to consider <br />approval of an amended site plan (dated June 7, 1989) for the five single family homes <br />previously approved for the 1.29 acre parcel west of 951 N. Hanley Road along <br />Blackberry Avenue. The Chairman then outlined the Commission's procedure and criteria <br />for reviewing the application. <br /> <br />Chairman McCauley called on the applicant, Richards Bruno, to present information on <br />the application. Mr. Bruno explained that further engineering research into the <br />floodplain issues on the 1.29 acre cemetery property revealed that the creek channel <br />would either have to be widened toward the existing gravesites or additional gabion <br />work would have to be installed on the Blackberry Avenue side of the channel in order <br />to satisfy the requirements of the Metropolitan Sewer District (MSD). Mr. Bruno <br />continued to explain that the congregation which owns the cemetery property had valued <br />the additional cemetery property northwest of the existing channel such that <br />additional gabion work on the opposite side would be the more economical alternative. <br />He therefore presented the amended plan for the 1.29 acres, dated June 7, 1989, which <br />detailed the maximum slope permitted by MSD. Such a slope necessitated moving the <br />previously proposed "Lot 100" from the northernmost lot on the west side of the <br />extended Balson Avenue to west of Lots 96 and 97 and fronting on Blackberry Avenue. <br />
