th
budget transfer
August 28 you will be reviewing the final for the past fiscal year
and a resolution to authorize Mr. Walker to proceed with an application to
Olive Blvd. as a Historic District
designate . Both items are lengthy so I’m
including information for your review with the weekly, therefore the Council
packet next week will not include attachments. Please let me know if you have
any questions or need any additional information.

I received the attached letter from Lorenzo Gonzalez, Executive Director of the
University City Senior Service Board
. Mr. Gonzalez is concerned about the
removal of funds from MidEast Area Agency on Aging and the impact it is having
on their ability to operate in any long range fashion. As you know, MEAAA has
pulled their funding of all municipal senior service transportation services and is
funding only OCHS. Although our Senior Service Board is encouraging
participation with OCHS, our demand remains high, he estimated 370 riders
equating to 480 rides per month. The City provides $48,000 annually of the
$67,200 program cost. To establish a sustainable program for the coming year,
he feels the budget needs to be increased to $101,200.

financial issues
There have been a number of brought to our attention in just
the first two months of the new fiscal year, such as energy assistance funding,
senior shuttle services, Police lap tops, Centennial Commons close out, etc. All
of these items will need to be reviewed as we gain a better picture of our financial
situation in the first quarter of the year. A part of that discussion will be the
desired fund balance. Mr. Norfleet has prepared a report on the fund balance
which is attached.

Upcoming Meetings and Events:
Monday, August 21: 6:30 PM Elected and Appointed Official Training on
the Sunshine Law
Monday, August 28: 5:30 PM Study Session on Council Rules of Order
6:30 PM Council Meeting
Tuesday, Sept 12: 6:30 PM SD Closing or Alternative building use
Sunday, Sept. 17: 3:30 PM Wash U Dedication of the Danforth Campus
Monday, Sept. 18: 5:30 PM Study Session on Economic Development
Policies
6:30 PM Council Meeting
Tuesday, Oct. 10: 6:30 PM SD Attendance boundaries
Tuesday, Nov. 14: 6:30 PM SD Attendance boundaries Final
Recommendations
Tuesday, Dec. 12: 6:30 PM SD Report to the Superintendent
*SD denotes meeting of the University City School District
