<br />. <br /> <br />. <br /> <br />PLAN COMMISSION <br /> <br />Minutes <br /> <br />August 23, 1989 <br /> <br />The City Plan Commission held its regular meeting in the Emergency Operations Center <br />of City Hall on Wednesday, August 23, 1989, convening at 7:30 p.m. with Chairman <br />Matthew P. McCauley presiding. <br /> <br />VOTING MEMBERS PRESENT <br /> <br />Matthew P. McCauley, Chairman <br />Canice T. Rice, Jr., Vice-Chairman <br />Arnold J. Kendall <br />Melissa P. Washington <br /> <br />Council Members Present: Robert Wagner, Council Liaison. <br /> <br />Staff Present: Al Goldman, Director of Planning. <br /> <br />APPROVAL OF MINUTES <br /> <br />Ms. Kreishman moved that the minutes of the June 28, 1989 meeting be approved as <br />submitted. Mr. Kendall seconded the motion which passed by a vote of 5-0. <br /> <br />PUBLIC HEARING - APPLICATION FOR AMENDMENT OF CONDITIONAL USE PERMIT '192 TO ALLOW THE <br />EXPANSION OF MOTOR VEHICLE REPAIR FACILITIES AT 7500 DELMAR BOULEVARD <br /> <br />Chairman McCauley informed those present that the Plan Commission had scheduled a <br />public hearing on the application for an amendment to Conditional Use Permit '192 to <br />allow the addition of a service bay and other modifications to the motor vehicle <br />repair facility at 7500 Delmar Boulevard. The Chairman then outlined the Commission's <br />procedures for reviewing the application. <br /> <br />Chairman McCauley called on the applicant, Phil Poirier, or his representative, to <br />present information on the application. Ms. Shulamith Simon, attorney for the <br />applicant, explained that Mr. Poirier 'needed the additional facilities to better serve <br />his customers and was interested in significantly improving the appearance of his <br />automotive repair facility. She explained that part of the improvements related to <br />closing the southernmost driveway on Hanley, closing the east driveway on Delmar and <br />moving the north driveway on Hanley farther from the corner. <br /> <br />The Chairman called for the Planning Director's report on the application. Mr. <br />Goldman stated that the applicant was operating under Conditional Use Permit '192 <br />which was issued for an motor vehicle repair facility at the time the building was <br />converted to a quick oil change and lubrication activity. He stated that the original <br />Conditional Use Permit contained a number of conditions relating to landscaping <br />requirements specific to the earlier operation and contained a prohibition on <br />overnight outside parking. He went on to state that in his recommendations he made <br />provisions to allow for overnight parking of motor vehicles at the rear of the lot <br />where they could be adequately screened, since such storage seems to be a necessary <br />part of complete service automotive repair facilities. <br />
