PLAN COMMISSION Minutes August 23, 1989 The City Plan Commission held its regular meeting in the Emergency Operations Center of City Hall on Wednesday, August 23, 1989, convening at 7:30 p.m. with Chairman Matthew P. McCauley presiding. VOTING MEMBERS PRESENT Matthew P. McCauley, Chairman Canice T. Rice, Jr., Vice-Chairman Arnold J. Kendall Melissa P. Kreishman Stephen Marsh Carl Safe Booker T. Washington Council Members Present: Robert Wagner, Council Liaison. Staff Present: Al Goldman, Director of Planning. APPROVAL OF MINUTES Ms. Kreishman moved that the minutes of the June 28, 1989 meeting be approved as submitted. Mr. Kendall seconded the motion which passed by a vote of 5-0. PUBLIC HEARING - APPLICATION FOR AMENDMENT OF CONDITIONAL USE PERMIT '192 TO ALLOW THE EXPANSION OF MOTOR VEHICLE REPAIR FACILITIES AT 7500 DELMAR BOULEVARD Chairman McCauley informed those present that the Plan Commission had scheduled a public hearing on the application for an amendment to Conditional Use Permit '192 to allow the addition of a service bay and other modifications to the motor vehicle repair facility at 7500 Delmar Boulevard. The Chairman then outlined the Commission's procedures for reviewing the application. Chairman McCauley called on the applicant, Phil Poirier, or his representative, to present information on the application. Ms. Shulamith Simon, attorney for the applicant, explained that Mr. Poirier 'needed the additional facilities to better serve his customers and was interested in significantly improving the appearance of his automotive repair facility. She explained that part of the improvements related to closing the southernmost driveway on Hanley, closing the east driveway on Delmar and moving the north driveway on Hanley farther from the corner. The Chairman called for the Planning Director's report on the application. Mr. Goldman stated that the applicant was operating under Conditional Use Permit '192 which was issued for an motor vehicle repair facility at the time the building was converted to a quick oil change and lubrication activity. He stated that the original Conditional Use Permit contained a number of conditions relating to landscaping requirements specific to the earlier operation and contained a prohibition on overnight outside parking. He went on to state that in his recommendations he made provisions to allow for overnight parking of motor vehicles at the rear of the lot where they could be adequately screened, since such storage seems to be a necessary part of complete service automotive repair facilities.
