.

PLAN COMMISSION

.

Minutes

October 25, 1989

The City Plan Commission held its regular meeting in the University City Senior Center
on Wednesday, October 25, 1989, convening at 7:30 p.m. with Chairman Matthew P.
McCauley presiding.

VOTING MEMBERS PRESENT

Matthew P. McCauley, Chairman
Canice T. Rice, Jr., Vice Chairman
Arnold J. Kendall
Melissa P. Kreishman
Carl Safe
Booker T. Washington

VOTING MEMBERS ABSENT

Stephen Marsh

Staff Present: Al Goldman, Director of Planning; Sarah Elwood, Zoning Administrator.

APPROVAL OF MINUTES

Mr. Kendall moved that the minutes of the September 27, 1989, meeting be approved as
corrected. Ms. Kreishman seconded the motion which passed by a vote of 6-0.

PUBLIC HEARING - APPLICATION FOR CONDITIONAL USE PERMIT #278 TO ALLOW OUTDOOR VEHICLE
STORAGE AT 8144 OLIVE BOULEVARD

Chairman McCauley informed those present that the Plan Commission had scheduled a
public hearing on an application for a Conditional Use Permit by Family Chevrolet,
Inc. This company is requesting that the property at 8144 Olive Boulevard be approved
for outdoor storage of motor vehicles in accordance with Zoning Code Section 34-35.4(9).
The Chairman then outlined the Commission's procedure and criteria for reviewing the
application.

Mr. James R. Steiner, Vice President of Family Chevrolet, Inc. was present to
represent the company. Mr. Steiner explained that Family Chevrolet, Inc. had recently
purchased the Jung Chevrolet dealership located at the northeast corner of Brentwood
Boulevard and Maryland Avenue in Clayton. The new dealership was able to store 90-100
vehicles at that location; however, storage area for more vehicles had always been
needed. Family Chevrolet had been storing its excess inventory at 9119 Olive Boulevard
in Olivette, but this property would no longer be available to Family Chevrolet for
vehicle storage. The company was seeking approval from University City to use the
property, and potentially the building, at 8144 Olive Boulevard for storage of new
trucks and cars. There would be weekly delivery of vehicles to the site from out-of-
town and pick-up of vehicles for transfer into Clayton almost daily. Family Chevrolet
proposed to enclose the property with a chain-link fence for security purposes. The
dealership realized the future potential of locating a new and used truck dealership
to 8144 Olive Boulevard as a long-range goal.
