<br />Minutes - Plan commissio~ <br />Page 5 <br />October 25, 1989 <br /> <br />. <br /> <br />PUBLIC HEARING - APPLICATION FOR SECOND AMENDMENT OF CONDITIONAL USE PERMIT #192A _ <br />EXPANDED REPAIR BAY FACILITIES AT UCITY AUTOMOTIVE, 7500 DELMAR BOULEVARD <br /> <br />Chairman McCauley informed those present that the Plan Commission had scheduled a <br />public hearing on an application for a second amendment of Conditional Use Permit <br />#192A by Mr. Phil Poirier doing business as UCity Automotive to authorize the <br />construction of a service bay addition along the south wall of the building at 7500 <br />Delmar Boulevard. This proposal would serve as a supplement to his application in <br />August which proposed a service bay addition on the west side of the building. The <br />Chairman again outlined the Commission's procedure and criteria for reviewing the <br />application. <br /> <br />Mr. Poirier was present to relate to the Commission any information necessary <br />regarding his application. He explained that the proposed bay along the south wall of <br />the building would supplement the new bay on the west side of the building approved in <br />September, 1989. He needed the additional building area for extra work area and tool <br />storage area. He had received the Planning Director's report and generally agreed <br />with the recommendations, although he had a couple of questions. <br /> <br />Chairman McCauley called for Mr. Goldman's report on the application. Mr. Goldman <br />recommended approval of the application. He detailed the changes in the current <br />proposal over the last submittal which included an increase in the total building <br />area, a reduction in the width of the planting area along Hanley Road and a reduction <br />in the number of off-street parking spaces. The new building size and number of <br />parking spaces met the Zoning Code requirements. A ten (10) foot wide landscape strip <br />along Hanley Road had been the first condition of Use Permit #192A. The revised plan <br />showed a six (6) foot wide strip which, in his judgment, was the narrowest acceptable <br />planting strip for this area. Mr. Goldman had also received comments on the proposal <br />from the St. Louis County Highway Department. He explained that if the County staff <br />insists on all of the items shown on their marked copy of Hr. Poirier's plans, Mr. <br />Poirier would be required to shift the parking along Delmar slightly to the west and <br />move the Hanley driveway south. Finally, Mr. Goldman stated that the new north and <br />east faces of the building should match the existing building finishes, and the <br />south concrete block wall should be painted a color to match the building. <br /> <br />Chairman McCauley opened the public hearing on the application. Hs. Kay Lundvall of <br />7531 Delmar expressed her support of Mr. Poirier's proposal and stated that she <br />appreciates the improvements Mr. Poirier had made to the building already. She has <br />never had any problems with noise or other nuisances from his property. As no other <br />members of the public were present to speak, the Chairman closed the public hearing. <br /> <br />Chairman McCauley asked if Commission members had any questions or comments regarding <br />the application. Mr. Rice and Mr. Safe discussed with Mr. Poirier the appropriate <br />width of the planting strip along Hanley. The width of the planting strip along <br />Delmar was the same as in the August application, three and one-half (3-1/2) feet. <br />Both Mr. Rice and Mr. Safe felt that a six (6) foot minimum width for a planting strip <br />along Hanley was appropriate, especially where no major concerns existed for parking <br />area and driveway widths. Mr. Safe and Ms. Kreishman felt that the exterior treatment <br />need not necessarily match the existing exterior panels; if Mr. Poirier wanted or <br />needed to change the exterior of the existing portion of the building, the Planning <br />Department could simply ensure that the exterior finish materials on the street <br />facades matched. Mr. Poirier was in agreement with this measure of flexibility. <br />
