<br />. <br /> <br />. <br /> <br />PLAN COMMISSION <br /> <br />Minutes <br /> <br />April 25, 1990 <br /> <br />The City Plan Commission held its regular meeting in the <br />Emergency Operations Center of City Hall on Wednesday, April 25, <br />1990, convening at 7:32 p.m. with Chairperson Melissa Kreishman <br />presiding. <br /> <br />VOTING MEMBERS PRESENT <br /> <br />Melissa Kreishman, Chairperson <br />Stephen Marsh, Vice Chairman <br />Charles Foxworth <br />Arnold J. Washington (excused) <br /> <br />Councilmembers Present: The Honorable Janet Majerus, Mayor; <br />Robert Wagner, Council Liaison. <br /> <br />Staff Present: Al Goldman, Director of Planning; Sarah Elwood, <br />Zoning Administrator. <br /> <br />APPROVAL OF MINUTES <br /> <br />Mr. Safe moved that the Minutes of the March 28, 1990, meeting be <br />approved as submitted. Mr. Marsh seconded the motion which <br />passed by a vote of 6-0. <br /> <br />REVIEW OF ZONING ALTERNATIVES FOR 7425 FORSYTH BOULEVARD AND <br />SURROUNDING PROPERTIES <br /> <br />Commission members reviewed the Memorandum submitted by Planning <br />Staff which detailed portions of the 1986 Comprehensive Plan for <br />University city as well as certain sections of the University <br />City Zoning Code which could help guide redevelopment or reuse of <br />the Famous Barr site and surrounding properties on the south <br />border of University City along Forsyth Boulevard and extending <br />into the City of Clayton. Commission members read that the 1986 <br />Comprehensive Plan suggests that the Forsyth-Clayton Center Area, <br />consisting of a total of 30 acres, should ideally be used for <br />offices and apartments; the area should include retail uses only <br />if tied to large-scale development. The 1986 Plan points out <br />that retail uses would be better suited to the area west of the <br />Forest Park Expressway and that such uses should be physically <br />connected to the Clayton Center Development, Famous Barr, or <br />
