Mayor Majerus indicated <br />that Clayton is interested in attracting high-volume retail uses <br />to its portion of the site, but this is not what Washington <br />University is contemplating. <br /> <br />Commission members speculated to which uses Washington University <br />would put the Famous Barr site. Commission members had heard <br />that the University would plan to use the site for overflow <br />parking from the main campus as well as for library storage, <br />computer facilities and potential retail uses on the ground floor <br />of a new or existing building. Concern was raised by Chairperson <br />Kreishman and other members regarding use of the site for <br />parking. The vast amount of surface parking on the site would <br />not increase development potential of the parcel; the "PR-O" <br />zoning designation put forth as a possibility for guiding the <br />desired development in this area allows Public Parking Garages as <br />Permitted Uses. Mr. Goldman suggested that if Commission members <br />were inclined to rezone the properties to "PR-O" that they could <br />condition such rezoning on passage of an ordinance eliminating <br />Public Parking Garages as Permitted Uses in this district. Mr. <br />Safe asked if the parking use could be put in Conditional Uses or <br />whether it should be eliminated. Mr. Goldman suggested either <br />scenario could be appropriate. <br /> <br />Mayor Majerus inquired whether the "PR-O" district would be <br />compatible with abutting commercial zoning in the City of <br />Clayton. Sarah Elwood, Zoning Administrator, replied that the <br />"PR-O" district did allow for some commercial uses whereas <br />districts such as the "PA" and "PO" districts did not allow for <br />much more than limited office uses. The Mayor also inquired <br />whether if Commission members were inclined to rezone the May <br />Company properties, were they also inclined to rezone the <br />triangular portion of the Clayton Center Development located in <br />University City? Commission members indicated that they would <br />probably want an opportunity to review development on that site <br />and if rezoning would accomplish this, they would be inclined to <br />rezone the parcel on the south side of Forsyth Boulevard. <br /> <br />After further discussion regarding economic factors controlling <br />development in the area, Mr. Safe moved that the Plan Commission <br />recommend amendment of Section 34-34 of the University City <br />Zoning Code by eliminating "Public Parking Garages" as Permitted <br />Uses [34-34.3(5)] and redesignating same as a Conditional Use <br />thus creating as new subsection, 34-34.4(13). The motion was <br />seconded by Mr. Marsh and passed by a vote of 6-0. <br /> <br />Mr. Safe then moved that the Plan Commission recommend rezoning <br />certain properties along Forsyth Boulevard at the University City <br />limits from "GC" - General Commercial District to "PR-O" _ <br />Planned Residential-Office District on the condition that the <br />Plan Commission's April 25, 1990, recommendation regarding a text <br />amendment of Section 34-34 be considered and adopted prior to <br />
