<br />Plan <br />July <br />Page <br /> <br />Commission MtIltes <br />25, 1990 <br />4 <br /> <br />. <br /> <br />replied that the architectural quality is important, especially if <br />it is an example of a well-known architect or designer. Also its <br />association to the area is considered, and its representation of <br />cultural life of a certain era. The Commission felt that both the <br />exterior and the lobby of the building displayed these qualities. <br />Chairperson Kreishman stated that the application also included the <br />auditorium as a significant part of the building which ought to be <br />preserved. <br /> <br />Mr. Safe reiterated his general disapproval of this type of <br />legislation, believing that landmark standards are generally vague <br />and restrictive. He stated that designation often provides a <br />superficial historical description the history of a building and <br />the surrounding area. Ms. Mary Gass, a Historic Preservation <br />commission member, responded to Mr. Safe's statements by saying <br />that preservation of the Tivoli building would be an ecologically <br />sound decision for the City and would promote its adaptive reuse. <br />She also believed, as did her Commission colleagues, that the <br />character of the building as a movie house was part of the social <br />history of the City and should be held in trust for reuse by future <br />generations. Mr. Hamilton and Ms. Little both stated that the <br />landmark standards were not arbitrarily adopted but, as part of the <br />Secretary of the Interior's national standards for building <br />rehabilitation, have been refined over the years and can be <br />interpreted via a vast body of literature and commentary. Mr. <br />Hamil ton likened the Plan Commission's duties in reviewing a <br />Conditional Use Permit to the Historic Preservation Commission's <br />review of a proposed rehabilitation of a historic building. Mr. <br />Phil Severin, 7134 Maryland Avenue, stated that the only other <br />building that had been rehabilitated in the Loop was the Donaldson <br />Court building. He spoke in favor of designation and the <br />importance of preserving the buildings famous to the Loop. <br /> <br />After further discussion, Chairperson Kreishman reviewed the <br />possible actions the Plan Commission could take on the application <br />to fulfill its duties under the Zoning Code. The Chairperson then <br />called for a motion. Mr. Safe moved that the Plan Commission <br />recommend denial of the application for designation of the Tivoli <br />Building as a Local Historic Landmark. Mr. Marsh seconded the <br />motion which failed by a vote of 2-3 with one (1) abstention. <br />After further discussion, Ms. Ratner moved that the Commission <br />recommend approval of the application for designation of the Tivoli <br />Building as a Local Historic Landmark. Mr. Foxworth seconded the <br />motion which passed by a vote of 3-2 with one (1) abstention. <br /> <br />OTHER BUSINESS <br /> <br />Ms. Elwood reminded members that the next regular meeting of the <br />Plan Commission would be held on Wednesday, August 22, 1990, at <br />7: 30 p. m. Commission members should correct their calendars <br />accordingly. <br />
