<br />. <br /> <br />. <br /> <br />PLAN COMMISSION <br /> <br />Minutes <br /> <br />October 24, 1990 <br /> <br />The City Plan Commission held its regular meeting in the Emergency <br />Operations Center of City Hall, 6801 Delmar Boulevard, on October <br />24, 1990. The meeting commenced at 7:35 p.m. with Chairperson <br />Melissa Kreishman presiding. <br /> <br />VOTING MEMBERS PRESENT <br /> <br />Melissa Kreishman, Chairperson <br />Steve Marsh, Vice Chairman <br />Charles Foxworth <br />Arnold J. Kendall <br />Andrea Ratner <br /> <br />VOTING MEMBERS ABSENT <br /> <br />Carl Safe <br /> <br />Staff Present: Al Goldman, Director of Planning; Sarah Elwood, <br />Zoning Administrator. <br /> <br />APPROVAL OF MINUTES <br /> <br />Mr. Kendall moved that the Minutes of the September 26, 1990, <br />meeting be approved as corrected. Ms. Ratner seconded the motion <br />which passed by a vote of 5-0. <br /> <br />PROPOSAL FOR AMENDMENT OF EASTGATE-WESTGATE URBAN RENEWAL PLAN <br /> <br />Chairperson Kreishman informed those present that Mary Fahey, <br />Assistant Director of Planning, requested that consideration of <br />this proposal be postponed until the next Plan Commission meeting. <br /> <br />PROPOSAL FOR TEXT AMENDMENT - PROHIBITION OF WINDOW BARS ON CERTAIN <br />RESIDENTIAL PROPERTIES <br /> <br />Sarah Elwood, Zoning Administrator, explained that in April of <br />1990, the Plan Commission recommended to the City Council that the <br />Zoning Code be amended to include a prohibition on security bars on <br />windows and doorways of one- and two-family structures. Under this <br />ordinance, which was adopted by the Council on July 9, 1990, <br />existing window bars are permissible as non-conforming structures <br />and may remain until such time as there is a change in ownership of <br />the property. Planning staff and the City'S Housing Department <br />propose an amendment of the new Zoning Code Section 34-52.4(h) to <br />require the removal of existing window bars until such time as <br />there is a change in the occupancy of the property or dwelling unit <br />rather than a change in the ownership of the property. <br />
