Chairperson Kreishman asked if a van <br />service or other transportation service was provided for the <br />residents. Mr. Les Borowsky of Council Apartments indicated that <br />there was currently van service for acti vi ties and programs; <br />residents also took advantage of transportation programs available <br />for senior citizens in st. Louis County. <br /> <br />The Chairperson declared the public hearing on the application <br />open. As no one was present to comment on the application or ask <br />questions of the developer, the Chairperson declared the public <br />hearing closed. <br /> <br />After further discussion, Mr. Safe moved that the Commission <br />recommend approval of the application for Conditional Use Permit <br />#292 subject to the following conditions: <br /> <br />1. The established seventy (70) foot building line setback for <br />the property is hereby waived. Setback of the new apartment <br />building and entry canopy should be in substantial conformance <br />with that proposed on the plans submitted with the application <br />for Conditional Use Permit #292 and dated January 2, 1991. <br /> <br />2. The requirement for parking areas to be enclosed is hereby <br />waived, a minimum of 117 parking spaces will be required for <br />the residential portion of the development and an additional <br />7 spaces will be required for the offices as designated on the <br />proposed plan. <br /> <br />3. Loading spaces provided on the site shall be screened from <br />view either by an element of the building, a masonry wall <br />compatible with the building material and color, or a dense <br />landscape screen. Particular attention should be paid to <br />screening loading areas from visibility beyond the property <br />lines. Plans depicting the proposed screening of the loading <br />areas shall be submitted to the Director of Planning for his <br />review and approval. The screening shall be installed and <br />maintained in accordance with the approved plan. <br /> <br />4. The Floor Area Ratio for the two mUlti-family buildings and <br />the one-story structure connecting the two buildings on Lots <br />9 and 10 may be increased to 1.45. <br /> <br />5. Total coverage of the site by buildings, driveways and parking <br />areas shall not exceed 66%. <br /> <br />6. A detailed landscape plan for the entrance area, the commonly <br />useable residential open space, property line landscaping and <br />required screening shall be submi tted to the Director of <br />Planning for his review and approval. Landscaping shall be <br />installed and maintained in accordance with the approved plan. <br /> <br />7. Signage for the development shall be in strict conformance <br /> <br />L <br />
