<br />. <br /> <br />. <br /> <br />PLAN COMMISSION <br /> <br />Minutes <br /> <br />April 24, 1991 <br /> <br />The City Plan Commission held its regular meeting in the Emergency Operations Center of City <br />Hall, 6801 Delmar Boulevard, University City, Missouri, on April 24, 1991. The meeting <br />commenced at 7:30 p.m. with Chairperson Melissa Kreishman presiding. <br /> <br />VOTING MEMBERS PRESENT <br /> <br />VOTING MEMBERS ABSENT <br /> <br />Melissa Kreishman, Chairperson <br />Stephen Marsh, Vice Chairperson <br />Arnold J. Kendall <br />Andrea Ratner <br />Carl Safe <br /> <br />Darrell Collins <br />Charles Foxworth <br /> <br />Councilmembers Present: Byron Price, Council Liaison <br /> <br />Staff Present: Al Goldman, Director of Planning. <br /> <br />APPROVAL OF MINUTES <br /> <br />Mr. Marsh moved that the minutes of the March 27, 1991 meeting be approved as submitted. <br />Mr. Kendall seconded the motion which passed by a vote of 5-0. <br /> <br />APPLICATION FOR CONDITIONAL USE PERMIT #294 - CARRY-OUT RESTAURANT, <br />6985 OLIVE BOULEVARD <br /> <br />Chairperson Kreishman informed those present that the Plan Commission had scheduled a public <br />hearing on an application from Roderick and Virginia Bell for a Conditional Use Permit to <br />permit a carry-out restaurant at 6985 Olive Boulevard. The Chairperson outlined the <br />Commission's procedures and criteria for reviewing conditional use permits and called upon the <br />applicant. <br /> <br />Mr. Roderick Bell of 7375 Tulane introduced his wife Virginia Bell and explained his application <br />for a bar-be-que carry-out restaurant at 6985 Olive Boulevard. He stated that they will be <br />installing a six-burner cooking range and a deep fry unit but they do not intend to install a bar- <br />be-que pit for at least 90 days. In the interim they plan to use meat that is cooked at another <br />location. He went on to state that they have fixed the building, striped the parking lot, and <br />installed a double size trash dumpster on the site. Mr. Bell also stated that a letter has been sent <br />to the City requesting use of the alley and that a request will be sent to the County for a new <br />driveway entrance from Pennsylvania. He identified the fencing at the alley as a cedar fence <br />and stated that the landscaping plans are limited because they have just contacted a landscape <br />person. He passed around a tracing of a new preliminary landscaping plan. <br />
