<br />. <br /> <br />. <br /> <br />Minutes - Plan Commission <br />Page 8 <br />May 22, 1991 <br /> <br />amendment to the Delmar Loop Urban Renewal Plan was now before the Plan Commission for <br />their review and recommendation as to conformance with the 1986 Comprehensive Plan; stating <br />that in her judgement the amendment does not conform to the 1986 Comprehensive Plan. <br /> <br />Mr. Tom Goodman of MASCO explained his company's need for the expansion and the <br />necessity for truck access from Westgate. Ms. Kreishman and Mr. Safe explored various <br />possibilities regarding other arrangements for unloading trucks. In every case Mr. Goodman <br />explained that such arrangements were not practical because of limitations of the manufacturing <br />arrangements. <br /> <br />Mr. Kendall voiced his opposition to the amendment stating that it was a step or two backward <br />from the Comprehensive Plan. Mr. Goldman gave a historic overview of the urban renewal <br />activities in the area and pointed out that the plan lacked proper building setbacks from Westgate <br />which could not be approved without a variance granted by the Board of Adjustment. In <br />response to questions from Mr. Safe, Mr. Goodman explained the crane figurations in detail. <br />Mr. Kendall then asked if the alternative plan arrangements that eliminate the Westgate truck <br />entrance were more expensive than that proposed by MASCO. Mr. Goodman answered that he <br />would have this checked out by his architect. <br /> <br />Ms. Ratner observed that the Comprehensive Plan contained a balance between residential and <br />commercial interests and commented that she would encourage a good industrial operation in this <br />area. She then moved approval of the amendment to the Delmar Loop Urban Renewal Plan. <br />Mr. Marsh seconded the motion which passed by a vote of 4-2. <br /> <br />PROPOSED TEXT AMENDMENT - SECTION 34-34.4 - NURSING HOMES AS A <br />CONDITIONAL USE IN THE "PR-O"-ZONING DISTRICT <br /> <br />Mr. Marsh was excused from the discussion and voting because he indicated a potential conflict <br />of interest relating to this issue. <br /> <br />Chairperson Kreishman called on Planning Director Al Goldman for comments on the May 15 <br />staff memorandum. He explained that in late 1990 the Plan Commission recommended and the <br />City Council adopted several new definitions for the Zoning Code in order to better distinguish <br />substance abuse treatment centers from other medical facilities, including convalescent homes <br />and nursing homes; and that as a result of these changes intermediate nursing care and skilled <br />nursing facilities would not be permitted in the PR-O Districts. He went on to state that it was <br />not the intention of the staff to limit nursing facilities in the PR-O District to residential care <br />facilities and exclude intermediate and skilled nursing facilities. He commented further that the <br />developers of the Gatesworth at One McKnight Place are pursuing a conditional use permit that <br />is consistent with the permit that was approved by the City Council in 1988 and which expired <br />in 1989. <br />
